Responsibilities of the Program Manager I: Under limited supervision organizes, directs, coordinates, and supervises the day to day operation of a Continuum of Care region to ensure administrative and programmatic services are provided for complex youth involving children/adolescents and their families requiring highly specialized interventions. Adheres to all agency Security, Privacy and HIPAA policies. The job duties of this position include but are not limited to the following:

  • Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels and trains employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork.
  • Assumes primary responsibility for assuring that the Wraparound care management model is conducted in the region by providing overall direction and direct supervision of the Supervisors, administrative staff, Intake Coordinator and Peer Parent Support Partner as well as indirect supervision of all Wrap Team Leaders and Wrap Facilitators. This includes hiring new staff, recognizing/adjusting staffing patterns and identifying gaps, ensuring all training needs are met to comply with the High Fidelity Wraparound training model, conducting staff meetings, attending interagency meetings, etc.
  • Performs other related duties as needed, including but not limited to ensuring COC quality assurance standards and best practices are met. Ensures timely reports to State Office as needed. Works with National Wraparound coaches/trainers to ensure coaches complete and maintain Wraparound certification requirements.
  • Assures compliance with Medicaid guidelines. Monitors productivity within the region. Ensures compliance with procurement policies for Non-Medicaid services. Monitors regional data as it relates to fidelity to the Wraparound model.
  • Identifies and collaborates closely with community partners (i.e., other state agencies, family organizations, service providers, etc.) to facilitate a strong formal and informal service base for the provision of services to support Wraparound. Performs other related administrative duties as needed for management of the region.
A bachelor\'s degree and relevant program experience. Requires a minimum of two (2) years of supervisory experience; five years preferred. Must be licensed or have recently applied for licensure as a LMSW, LPC, LISW-CP, LISW-AP, or LMFT.

Additional Requirements:
  • Thorough knowledge of state level policies, procedures, functions and interagency relationships.
  • Thorough knowledge of management practices, procedures and standards.
  • Extensive knowledge of diagnosis and treatment of children with complex behavioral health needs.
  • Ability to develop and coordinate special programs and projects relating to behavioral health services.

A master\'s degree in a human services or social services related field with two (2) years of case management experience and five (5) years of experience with children with serious emotional or behavioral health challenges.
