The On-Site Quality Control (QC) Manager is responsible for implementing, managing, and enforcing the project-specific
Quality Control Program
in accordance with the contract requirements, applicable
UFCs
,
USACE / NAVFAC / AFCEC standards
, and approved submittals. The QC Manager serves as the Contractor's primary authority for quality and is directly responsible for ensuring that all construction activities conform to contract drawings, specifications, and approved means and methods.
The QC Manager has full authority to stop work that does not comply with contract requirements and coordinates closely with the Project Manager, Superintendent, Safety Officer, subcontractors, and Government Quality Assurance (QA) personnel.
Key Responsibilities
Quality Control Program Management
Develop, implement, and maintain the
Contractor Quality Control (CQC) Plan
in compliance with contract requirements and DoD standards.
Enforce the
Three-Phase Quality Control System

Follow-Up Phase
Conduct and document all required QC meetings, inspections, and phase checks.
Ensure all work is performed in accordance with:
+ Contract drawings and specifications
+ Unified Facilities Criteria (UFC)
+ Applicable codes, standards, and regulations
Inspections & Documentation
Perform daily site inspections and prepare
Daily QC Reports
.
Identify, document, and track
deficiencies and non-conforming work
, ensuring timely corrective actions.
Maintain QC logs, inspection records, test reports, and deficiency tracking systems.
Coordinate and witness testing and inspections (soil, concrete, steel, MEP systems, fire protection, etc.).
Submittals & Quality Documentation
Review and manage submittals for compliance prior to submission to the Government.
Ensure approved submittals are incorporated into field execution.
Maintain records of approved materials, shop drawings, and test results.
Support preparation of
as-built drawings
,
O&M manuals
, and
closeout documentation
.
Coordination & Communication
Serve as the primary point of contact for
Government QA representatives
on quality matters.
Coordinate with the Project Manager and Superintendent to plan quality activities aligned with the construction schedule.
Lead preparatory and initial phase meetings with subcontractors.
Communicate quality expectations to field crews and subcontractors.
Safety & Compliance Support
Coordinate closely with the Site Safety and Health Officer (SSHO) to ensure quality and safety requirements are aligned.
Ensure work complies with applicable environmental, safety, and contractual requirements.
Support inspections by Government agencies and third-party inspectors.
Authority
The QC Manager has the authority to
stop work
that does not meet contract quality requirements.
Has direct access to senior project leadership to resolve quality issues promptly.
Required Qualifications
Minimum 5-10 years
of experience in construction quality control, with demonstrated experience on
DoD, federal, or USACE/NAVFAC/AFCEC projects

Proven experience managing the
Three-Phase Quality Control System
.
Ability to read and interpret construction drawings, specifications, and UFCs.
Strong knowledge of construction means, methods, materials, and testing procedures.
Proficiency in construction documentation and reporting.
Certifications & Training (Required or Preferred)
USACE/NAVFAC/AFCEC QC Management Training Certificate
(required prior to or shortly after mobilization)
OSHA 30-Hour Construction Safety (preferred)
Relevant trade or technical certifications (preferred)
Education
Bachelor's degree in Construction Management, Engineering, Architecture, or related field
preferred
; equivalent experience may be accepted.
