Description of Work

The Quality Assurance Specialist position is based in Raleigh, North Carolina and works within the Behavioral Health Services section of the Division of Prisons/Health and Wellness Services. This position reports to the Deputy Director of Behavioral Health.

The Quality Assurance Specialist plans, develops and administers the quality assurance program for behavioral health services provided in prisons statewide. Work involves conducting quality control reviews and providing technical assistance and consultation to management and staff on interpretation and application of quality-of-care standards, certification requirements, policy mandates, Administrative Code requirements and American Correctional Association expected practices. Work also involves developing assessment tools/data collection methods, integrating these with patient care and administrative records systems in order to identify service delivery/compliance problems and participating in the alteration of systems as necessary. The Quality Assurance Specialist is responsible for the timely recognition of service delivery/compliance issues, advising management and staff during the development of a corrective action plan, monitoring the implementation of the plan and following the plan to completion. The Quality Assurance Specialist will represent Behavioral Health at Division CQI meetings and will participate in audits completed by external agencies.

About the NC Department of Adult Correction (DAC):
The Dept. of Adult Correction is responsible for the care, custody and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons with custody, healthcare and facility operations staff as well as the division of Community Supervision. Other divisions include Administration, Compliance & Accreditation, Comprehensive Health Services, Internal Affairs & Intelligence Operations, Post-Release Supervision & Parole Commission and Rehabilitation & Reentry.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Working knowledge of quality assurance program practices, planning and development of assessment tools and techniques to include use of software and reporting mediums
  • Ability to develop recommendations to solve problems in different program service areas by assisting in planning goals and developing deficiency resolutions
  • Ability to provide technical assistance, consultation to staff
  • Ability to exercise judgment and discretion in interpreting and applying quality standards, policies and procedures
  • Ability to communicate effectively with professional and administrative personnel
  • Ability to maintain effective working relationships with various staff
  • Ability to assess problems and coordinate resolutions with various parties
MANAGEMENT PREFERENCES:
Management prefers the candidate maintain an active license in a behavioral health practice area (e.g. Licensed Psychologist, Licensed Clinical Social Worker, Licensed Psychologist Associate or a closely related discipline).

Minimum Education and Experience Requirements

Master\'s degree in psychology, social work, education, health, business administration or related human services field from an appropriately accredited institution AND two (2) years of experience in professional level treatment programming for the applicable client population OR Bachelor\'s degree in one of the fields listed above from an appropriately accredited institution AND three (3) years of experience as indicated above OR an equivalent combination of education and experience.
