Position Information
The Child and Family Services Division (CFSD) of the Department of Human Services seeks a dedicated analytical and outcome- oriented professional to support and guide quality focused initiatives in a diverse division, committed to the belief that all children and families have strengths, and strives for outcomes that ensure child safety, permanency, and wellbeing.

The Quality Assurance Specialist collaborates with staff and managers throughout the Child and Family Services Division to improve service quality and outcomes and mitigate risks through data collection and analysis, technical assistance, and continuous improvement strategies. This position conducts compliance audits, provides regulatory expertise, analyzes, and reports on quality improvement measures, develops, and delivers training, and contributes to a variety of projects to improve the quality of CFSD\xe2\x80\x99s services. The position reports directly to the Quality Assurance Manager and will work alongside the manager in a fast-paced environment to manage and analyze program data, identify trends that impact service delivery and develop policy related to program improvement.

Specific duties include:

  • Performing internal audits to ensure compliance with regulations and controls by examining and analyzing records, reports, operating practices, and documentation to include including developing evaluation tools and recommending corrective action;
  • Preparing reports and providing feedback to the senior leadership that address the following areas: assessment and evaluation of quality and appropriateness of service, identification of gaps in service, and promotion of opportunities to improve service delivery;
  • Developing measures to assess performance and impact of programs and initiatives;
  • Analyzing data sets to develop action-oriented recommendations for program leadership to include designing visual dashboard and reports to communicating results;
  • Supporting divisional efforts to identify appropriate program performance measures and methods to track and report them;
  • Maintaining a strong, current, working knowledge of human services related legislation, statutes, regulations, and emerging issues to assist managers in keeping up to date with and operationalizing relevant regulations and policies;
  • Participating in special projects to support CFSD and DHS priorities, including leading workgroups and committees, creating, and delivering engaging and effective online and in- person trainings, and conducting analyses of public datasets to inform policy decisions;
  • Partnering with program management to review and recommend changes to business processes, promoting compliance and improved outcomes; and
  • Designing, developing, delivering, and supporting training for staff at all levels of the organization.

Selection Criteria

Minimum:

  • Bachelor\'s degree in Public Administration, Public Health, Business Administration, Healthcare Administration, Social Work, Counseling, Psychology, or a related field

  • Considerable experience in program administration or program management performing work in compliance, quality improvement, internal auditing, program or data analysis, or utilization management


Substitution : Additional qualifying experience can be substituted for the educational requirement. A Master\'s degree or higher may be substituted for some of the experience requirement.
Desirables: Preference may be given to candidates with experience in one or more of the following:
  • Relevant certifications in compliance or internal audit such as CHC (Certified in Healthcare Compliance) or Lean Six Sigma;
  • Experience working in program administration or management in a health or human services setting;
  • Knowledge of continuous quality improvement in human services and the use of data to inform decision making;
  • Use of evidence-based practice standards in child welfare, children\xe2\x80\x99s behavioral health, and childcare; and/or
  • Strong public speaking and presentation skills, including experience presenting complex subject matter to non-expert audiences and high-level decision makers in a strengths-based and positive manner.

Special Requirements

Additional Information
Work hours: 8:00 a.m.-5:00 p.m. in a hybrid work environment.
