The City of Sioux City is looking for a highly independent responsible individual to serve as Public Works Director. This is an executive level position reporting directly to the City Manager. This position is responsible for the overall operations and management of all aspects of Public Works operations within the organization including planning, organizing, and directing the activities of Engineering, Central Maintenance Garage, Streets, Fleet Operations and Parking divisions. We currently have approximately 114 employees in the Public Works Department in various roles. We are looking for a dynamic leader to mentor and advise our division managers and key personnel to be the best they can be!

The ideal candidate will have excellent communication skills as he/she will work closely with supervisors, citizens of this community, and other staff. He/She will need to have a broad, extensive, and varied role in the stewardship of the community\'s assets. The department has responsibility for the operation and maintenance of the City\'s transportation infrastructure and fleet repair and replacement. This person will serve as an advisor and final authority for policy and operations for division managers of Engineering, Streets, Fleet Operations, and Parking and will represent the City while working with outside agencies, developers, and stakeholders.

Graduation from an accredited college or university with a bachelor\'s degree in civil engineering, or a closely related engineering field, is required with extensive experience in all major phases of Public Works, civic, and capital improvement administration. Possession of a valid Iowa Professional Engineering license is required, or the ability obtain an Iowa Professional Engineering license within six (6) months from date of hire.

Compliance with all state and federal regulations is of utmost importance! This position will ensure programs, policies, and procedures are consistent with all applicable standards, laws, and rules, not just for the sake of compliance, but for the safety and health of our community and to protect our infrastructure.

This position will also manage an annual budget of over $27,000,000.00, including reviewing and monitoring expenditures and capital improvement requests for the entire Public Works Department.

Duties

Under general direction of the City Manager, provides oversight and manages all aspects of public works operations within the organization including planning, organizing, and directing the activities of engineering, central maintenance garage, streets, and parking divisions. Serves as a member of the City Manager\'s Executive Leadership Team.

  • Plans, organizes, assigns, and directs the work of the Engineering, Streets, Central Maintenance Garage and Parking divisions of the Public Works department and establishes priorities based through and in response to the assessment of community needs.
  • Supervises and evaluates the work of employees; recommends personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules and assignments, and safety; administers personnel policies and procedures.
  • Directs and participates in the development of goals, objectives, policies, and procedures for the department.
  • Organizes and deploys resources for the maintenance, repair and improvement of the City streets.
  • Monitor and manage departmental budgets, ensuring fiscal responsibility and efficient resource allocation for engineering, central maintenance garage, streets, and parking divisions.
  • Evaluates the need for and develops plans, schedules and cost estimates for long-range capital improvement programs and maintenance of public facilities.
  • Directs and assists with the preparation of reports to obtain state and federal funds for construction projects and acquisition of rights-of-way.
  • Oversees the planning, design, construction, and inspection of capital improvement projects.
  • Oversees the compilation of estimates, bids, contract provisions, and specifications.
  • Oversees the coordination of the work of outside private Civil Engineers and Land Surveyors engaged in land improvements required by the City as a condition of acceptance for subdivisions and development projects.
  • Oversees the planning, design, and construction of public infrastructure projects, ensuring compliance with regulations and standards.
  • Represents the Public Works department, at meetings of the City Council, various boards and commissions and other public meetings.
  • Oversees the maintenance, purchase, and management of all City vehicles and equipment.
  • Ensures compliance with safety regulations and promote a culture of safety within the organization.
  • Stays updated on industry trend, best practices and emerging technologies related to Public Works management.
  • Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.

Job Knowledge: Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models; knowledge of the practical application of engineering science and technology - this includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services; knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures such as highways and roads; knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process; ability to organize, direct, and coordinate the activities of the several divisions of a large department, ability to develop long-term plans and programs and to make decisions regarding matters of major policy and on complex technical and administrative problems; ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks; ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology; ingenuity and inventiveness in the performance of assigned tasks.

Physical Requirements: Ability to see details at close range (within a few feet of the observer); ability to see details at a distance; ability to move, shelve, and store documents and related materials.
Regularly lifts up to 10 pounds and occasionally lifts up to 30 pounds.

Work Environment: Seventy percent of work is performed in a normal inside office environment with appropriate heating and cooling and is not subject to significant occupational and environmental hazards other than those normally associated with general public contact, dust, or odors. Field conditions outdoors are varying weather conditions, with varying low to high equipment noise; walking on grass, gravel, dirt, rock, asphalt, etc.; with normal outdoor to high outdoor dust levels; and surveying sites in all the various stages of construction, including developed and undeveloped properties.

Minimum Required Qualifications

Required:
  • Graduation from an accredited college or university with a Bachelor\'s Degree in civil engineering, or a closely related engineering field.
  • Extensive experience in all major phases of public works, civic capital improvement administration;
or
  • Any equivalent combination of experience and training that provides the required knowledge, skill, and abilities.
Possess or Obtain:
  • Possession of a valid Iowa Professional Engineering license or obtain an Iowa Professional Engineering license within six (6) months from date of hire.
