Under the direction of the Public Safety Manager, the Public Safety Systems Specialist serves as the in-house resource for security related topics at the College and develops creative solutions to complex problems. This position performs a variety of technical and professional responsibilities and assists with the College\xe2\x80\x99s safety and security efforts including loss prevention strategies, response to emergency situations, investigations, and security camera and door access systems development, maintenance, and operations. The Public Safety Systems Specialist interacts with all staff, students, local law enforcement agencies, fire departments, and appropriate companies/agencies on matters related to campus safety and security.


Responsibilities:
  • Represent the College and coordinate all aspects of public safety systems and processes.
  • Develop, maintain, and administer College safety and security policies and procedures.
  • Operate the building security systems and serve as the point of contact for emergency response information.
  • Investigate violations of law and/or College policy/procedure and summarize results of investigations. Submit written and verbal reports to the Public Safety Manager for review and determination if further action is required.
  • Take leadership in the resolution of disturbances, incidents, fire hazards, suspicious persons, hazardous conditions, and other conditions which may compromise campus safety and security.
  • Coordinate Clery Act compliance and work with the Title IX Coordinator with the college goals. Develop and maintain an Annual Security Report and provide training to the Campus Security Authorities (CSAs).
  • Monitor campus crimes and provide relevant information to campus administration; provide timely information needed for the filing of crime statistics ensuring that required data is complete and accurate.
  • Patrol parking lots and College property; enforce parking regulations/ticketing and traffic control.
  • Support Public Safety office administrative functions.
  • Take photo ID pictures and issue access identification cards for the College.
  • Provide direction to student officers and other College staff as necessary.
  • Plan and coordinate security services in support of College sponsored events.
  • Coordinate security and parking issues with UW-Eau Claire, local law enforcement, and outside user groups.
  • Conduct proactive patrol, camera surveillance, and community policing procedures across all College locations and respond to all emergency and non-emergency incidents as needed.
  • Conduct safety and security inspections of the College facilities to detect existing or potential problems and recommend corrective or preventative measures as necessary.
  • Administer special security projects and track progress of ongoing projects across the College.
  • Maintain and administer Public Safety\xe2\x80\x99s records management system (Omnigo), key tracking systems (LockViewer and KeySystems), among other technical security systems.
  • Maintain accurate College key inventory, distribute and collect keys, and process key requests.
  • As a member of the Emergency Response Team, provide safety and security leadership and technical support to events, drills and development of procedures.
  • Conduct safety and security training sessions as needed.
  • Provide technical support to Threat Assessment Team (TAT) efforts as needed.
  • Respond to call ins in the event of emergencies as able.
  • Participate on appropriate College teams and contribute to accomplishing the goals and objectives of the team(s).



Required Knowledge, Skills and Abilities:
  • Must possess and maintain advanced working knowledge of security systems, access control systems, fire alarm systems, radios, and other security-related technologies and continuously review and apply best practices.
  • Ability to be creative in developing solutions to complex problems and to multi-task in a fast-paced environment and to provide instruction on personal safety and security issues.
  • Knowledge of current security regulations and student code of conduct policy/procedure commonly associated with public post-secondary educational facilities.
  • Knowledge of verbal and non-verbal tactics to safely de-escalate emotional persons.
  • Ability to use judgment, discretion, and decision-making skills in dealing with confidential and sensitive issues; maintain a high level of confidentiality with all records.
  • Demonstrated ability to assess and act prudently and quickly in crisis situations and deal with responses to emergencies.
  • Ability to work effectively in a team environment as well as the ability to work independently toward department goals.
  • Ability to model integrity through self-awareness, personal accountability, ethical behavior, quality standards, and sustainable practices.

  • Intermediate knowledge of and skills with technology including software programs for communication, data collection, and decision making including, but not limited to, Microsoft Office Outlook, Word, and Excel.
  • Ability to work a flexible schedule and travel to all CVTC campuses as needed to fulfill job responsibilities.
Qualifications:
  • Associate degree in Criminal Justice, Information Technology, Computer Science or related field.
  • Minimum of three years of experience in law enforcement/public safety or security systems management.
