Summary

This position is location within the Bureau of International Security & Nonproliferation, Office of Cooperative Threat Reduction (ISN/CTR). ISN/CTR supports the development and implementation of U.S. Government (USG) programs and policies aimed at preventing the proliferation of weapons of mass destruction and applicable materials and scientific expertise to proliferator states, and non-state actors.

Duties
Designs, develops, implements, and oversees ISN/CTR efforts to address biological threats posed by both state and nonstate actors globally, and specifically in high priority Middle Eastern, North African, and South and Southeast Asian countries.
Serves as Public Health Advisor for Biosecurity Engagement Program (BEP). Leads foreign assistance activities to advance Bureau\'s biosecurity mission, promoting biosecurity, biosafety, and biorisk management.
Identify and implement options to address the biosecurity and nonproliferation threats associated with the COVID-19 pandemic, and leverage public health expertise to independently facilitate complex threat reduction efforts.
Works with senior officials and non-governmental stakeholders to coordinate and advance biosecurity missions globally, and serves as a lead interface to the U.S. interagency biosecurity and threat reduction communities.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities; knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings; knowledge of a specialized public health program; knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions; and skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Examples of qualifying specialized experience include:

  • Public Health Advisor positions - providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities.
  • Public Health Analyst positions - conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs.
In addition, qualifying specialized experience must demonstrate the following:

Experience designing, developing, and implementing foreign assistance projects to address biological threats, including the outbreak of especially dangerous or weaponizable pathogens.
Experience providing authoritative technical guidance and leadership to senior international stakeholders to resolve controversial public health and security issues.
Experience representing an organization in international meetings related to biosecurity, nonproliferation, public health, and threat reduction programming worldwide.

There is no substitute of education for specialized experience for the GS-14 position.

Knowledge of Biosecurity specialty area to manage and provide advice
Knowledge of public health, including research regarding outbreaks of pathogens of pandemic potential.
Knowledge of program /project management techniques involving foreign assistance funding.
Knowledge of Foreign policy / International affairs.
Ability to establish and maintain effective working relationship with government officials.
