Job Description


Civilian Health Solutions within the Health Group is seeking a Proposal Manager to support high-performing captures by leading and managing the development of winning proposals for our organization. The Proposal Manager will provide proposal expertise specific to the Health & Human Services (HHS) market by cultivating a deep comprehension of customer requests (RFIs and RFPs) and by leading cross-functional capture teams to develop compliant and compelling proposals and customer presentations within strict deadlines. This will require overseeing the entire proposal process from start to finish, ensuring that all proposals are completed on time, adhere to customer requirements, and align with strategic objectives. Additional requirements include applying the Leidos Win Plan to the proposal development process: leading proposal teams, preparing support artifacts, and managing proposal development activities.

A successful candidate must thrive in a fast-paced and deadline-driven environment, have a strong background in proposal management, and have the ability to adjust to changing priorities, all while maintaining high attention to detail. In this position, the Proposal Manager will need to exhibit strong leadership skills and the ability to work with program and functional teams to drive tasks to closure. Candidates will be expected to understand Federal contractor bid and proposal management standard practices.

The position is primarily onsite in our Reston, VA headquarters with potential to telework up to 25% between live proposals. The expectation is for this position to be onsite during major proposal efforts. Support to the capture and proposal team may be required in various locations during the proposal effort around the D/M/V area.

Primary Responsibilities

Lead and manage the overall proposal development process from Pre-Proposal Phase through Post Proposal Phase

Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs)

Oversee/produce schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions

Apply win strategy, technical solution, win themes, discriminators, compliance, and impart a clear understanding of the requirements for well-articulated and consistent final proposal documents

Plan for and arrange resources such as proposal review teams, editing, graphics support, and desktop publishing

Facilitate proposal reviews (e.g., AMU\xe2\x80\x99s, Initial Draft, Red Team), oversee adjudication of reviewer comments, and make ongoing recommendations to ensure compliance and increase proposal scorability

Collaborate with executives, management teams, functional units, BD personnel, stakeholders, partners, and subject matter experts to provide proposal leadership, support, and overall direction

Maintain tight, proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are available to achieve a successful proposal submission

Manage multiple proposal tasks with sometimes rapid turnaround deadlines

Support other business development professionals (e.g., editorial support, volume management, review participation) when necessary as part of a team-first capture and proposal organization

Support other Proposal Operations activities (e.g., content databases, SharePoint library management) as needed

Must be able work in Reston, VA and Gaithersburg, MD as needed to support live bids.

Basic Qualifications

Bachelor\xe2\x80\x99s Degree and 8+ years of relevant experience. Additional years of experience will be considered in lieu of a degree.

Experience with federal government proposal management, volume lead, support, and/or writing experience

Understanding of, and experience with, the Federal procurement process and regulations (e.g., FAR)

Experience with traditional video, live orals, and / or demonstration proposals

Evidence of a successful track record of high quality, high scoring proposals

Excellent writing, organizational, and communication skills

Ability to work to meet deadlines (nights, weekends, and holidays at times)

Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging

Ability to work well both in a team and independently

Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices

Ability to manage multiple projects simultaneously

Ability to manage geographically disparate teams

Ability to create original content using interview and research techniques

Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint

Demonstrated experience in proposal writing covering all typical solicitation sections (e.g., Management, Technical, Staffing)

Perseverance in problem-solving

Ability to be tactful in communications and maintain positive, civil interpersonal relations under stressful conditions.

Pay Range: Pay Range $84,500.00 - $130,000.00 - $175,500.00
