Description

\xc2\xb7 Manages the development, production and submittal of major proposals and as-requested international proposals with the objective of winning contract work to ensure continued company financial health.

\xc2\xb7 Manages the proposal process through to delivery, which includes overseeing multiple technical authors and personally writing major proposal sections [e.g., Experience, Past Performance and Key Personnel; Management; Regulatory Compliance; Environment, Safety and Health (ES&H); and Quality Assurance (QA)].

\xc2\xb7 Works with Operations personnel to ensure proposal documentation is responsive to, and compliant with, customer requirements. Ensures quality standards are in line with winning proposals.

\xc2\xb7 Ensures other proposal-related documentation [e.g., teaming agreements, nondisclosure agreements, memoranda of understanding (MOUs), capture memos and white papers] is prepared, submitted and filed appropriately.

\xc2\xb7 Works with capture managers to conduct Strengths, Weaknesses, Opportunities and Threats (SWOTs) analyses; prepare teaming agreements and MOUs; and identify key proposal resources, relevant projects and key personnel.

\xc2\xb7 Participates in team strategy meetings, performs pre- Request for Proposal (RFP) research and helps define capture strategies and prepare capture plans.

\xc2\xb7 Distributes RFPs to key proposal team members and coordinates with Client Services groups such as ES&H, QA and Contracts on reviews of the RFPs. Conducts thorough reviews of all RFPs.

\xc2\xb7 Acquires the internal and external resources necessary for the preparation and production of cost proposals including interfaces with corporate support.

\xc2\xb7 Develops a cost proposal capture strategy, budget, plan and milestones to measure and report proposal progress. Leads and manages the production of cost proposals within the proposal budget and schedule.

\xc2\xb7 Prepares compliance/assignments matrix and proposal schedules working with capture managers and senior Business Development managers.

\xc2\xb7 Holds kickoff meetings for proposal work.

\xc2\xb7 Uses Shipley and Associates methods (e.g., the storyboarding process) to ensure the proposal process is managed in a disciplined way and applies a graded approach to the process as appropriate.

\xc2\xb7 Develops and monitors metrics to ensure winning proposal efforts.

\xc2\xb7 Ensures distribution of internal proposal copies. Prepares and distributes lessons learned summaries for management and proposal teams.

\xc2\xb7 Requests debriefings from customers.

\xc2\xb7 Implements efficiencies and improvements in the cost proposal processes in order to reduce future proposal costs.

\xc2\xb7 Archives project experience and resume information as boilerplate information for use on future proposals.

\xc2\xb7 Enters and updates opportunity information into EnergySolutions Business Intelligence (the proprietary Business Development database).

\xc2\xb7 Manages SharePoint sites for proposals. Maintains proposal tracking logs, associated databases and proposal libraries.

\xc2\xb7 Supports the proposal center manager on larger proposal efforts. Proposal coordinators also support the proposal managers on larger proposal efforts.

\xc2\xb7 Manages staff selection, development and retention. Establishes and monitors work goals and objectives.

\xc2\xb7 Evaluates employees through performance reviews, ongoing coaching and feedback methods.

\xc2\xb7 Provides direction and guidance to proposal coordinators on all proposal and related documentation matters.

\xc2\xb7 Prepares and administers budget according to plan. Monitors budget variances. Provides explanations on variances and takes appropriate action.

\xc2\xb7 Follows organizational policies and procedures and ensures staff is in compliance.

\xc2\xb7 Performs other duties as assigned.
Job Requirements

Required and Desired Skills

\xc2\xb7 Strong verbal and written communication skills

\xc2\xb7 Proven ability to manage and win proposals up to $100 million in value (without direct supervision)

\xc2\xb7 Advanced time management skills

\xc2\xb7 Basic ability to work in a high-stress environment that may require after-hours and weekend work

\xc2\xb7 Proven ability to prepare RFP-compliant and technically accurate written materials and to make proposals interesting, compelling and persuasive

\xc2\xb7 Detailed knowledge of the use of Microsoft Office products

\xc2\xb7 Working knowledge of graphics applications and desktop publishing software

\xc2\xb7 Ability to work independently and serve actively as part of a team

\xc2\xb7 Detailed knowledge of relevant customer wants, attributes and protocols

\xc2\xb7 Ability to effectively communicate; speaking, reading, understanding, writing and hearing clear English; pass audiogram in hearing conservation program as required by location

Minimum Qualifications and Years of Experience

Education

\xc2\xb7 Bachelor\'s degree required in communications, English, business, engineering or science

\xc2\xb7 or 10 years of marketing experience

Certifications

\xc2\xb7 None required

Required Experience

\xc2\xb7 A minimum of 5 years of experience as a proposal coordinator or an account executive

Preferred Experience

\xc2\xb7 Detailed knowledge of EnergySolutions experience and capabilities and detailed knowledge of customer site operations
