Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title.

OR

Candidates must have one year of permanent competitive service in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preferred Qualifications:

  • A bachelor\'s degree in a human service-related field (i.e., Social work, psychology, etc.) and minimum of two (2) years\' experience working with people who have Developmental Disabilities.
  • Display strong writing, verbal communication, interpersonal, and organizational skills.
  • Possess the ability to work independently
  • Have a working knowledge of and be proficient in the use of a computer
  • Possession of a valid driver\'s license to operate a motor vehicle in New York State is preferred.
The position may be filled at the Program Operations Specialist Trainee 1 level equated to SG-13, ($46,529), Program Operations Specialist Trainee 2 level equated to SG-14 ($49,202) or full performance Program Operations Specialist 1 SG-18 ($61,270), based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Program Operations Specialist 1 SG-18 following the successful completion of the traineeship.

Duties Description POSITION DESCRIPTION:

This position will serve as a Program Operations Specialist 1 (POS 1) for a division within the Service Access, Program Implementation and Stakeholder Support Regional Field Office 2 Divisions which include the following: Service Access (Front Door and Waiver Services), Eligibility, Self-Direction, Housing, Crisis, Property/Development, Fiscal, and Quality Management/Technical Assistance.
Regional Field Office 2 supports over 1,800 individuals with developmental disabilities who reside in 20 counties of NYS: Broome, Cayuga, Chenango, Clinton, Cortland, Delaware, Essex, Franklin, Hamilton, Herkimer, Jefferson, Lewis, Madison, Oneida, Onondaga, Oswego, Otsego, St. Lawrence, Tioga, and Tompkins.

Supports are provided via a network of approximately 110 agencies who are the direct providers of services. Travel to the three districts within region 2 may be required, as well as intermittent travel to other areas of the state.

PRIMARY DUTIES AND RESPONSIBILITIES:
  • Assist the Department Lead with receiving, reviewing, and processing service requests
  • Maintain knowledge and understanding of OPWDD policies and procedures. Review ADMs, Protocols, Policies and Procedures as released and conduct training and ensure implementation.
  • Represent the Regional Field Office in local & statewide meetings regarding OPWDD Services and changes in the service delivery systems
  • Assist and participate in any Regional Field Office Quality Review and Quality Assurance as related to OPWDD service authorization
  • Participate in local and statewide meetings and other trainings and workgroups as indicated.
  • Foster effective collaboration and communication with individuals, families, Care Coordination Organizations, agencies, Local Government Units and other community stakeholders.
  • Participate in the regular maintenance of the Region 2 Policy and Procedural Manual.
  • Provide technical assistance to Care Coordination Organizations and OPWDD provider agencies as needed.
  • Assists in records maintenance. Ensure records are accurate and complete, manage and secure records and databases
  • Ensures compliance with federal and state regulations, i.e. (HIPAA, Mental Hygiene Law).
  • Acts as a liaison to select teams to provide record management guidance.
  • Provides ongoing training to teams in records management and other areas as needed
  • Responds to record requests to internal and external information requests, subpoenas, and legal
  • Processes transactions in Choices and TABS
  • Provides technical assistance to users of Choices and TABS.
  • Assist with planning, implementation, and maintenance of the new Operational Manuals associated with SPS process flow
  • Provide supervision, guidance, and oversight to staff and unit leaders within SPS Functional units and intervene and resolve problems regarding records management and review as necessary.
  • Utilizes several databases, electronic forms management system, and software to perform required tasks.
  • Generates and distributes system reports as scheduled and as requested. Produce reports, tables, and graphs for dissemination by management staff as needed
  • Performs quality improvement and quality review functions.
  • Manage multiple simultaneous projects, spreadsheets, and data in an organized and efficient manner.
  • Process OPWDD Service Terminations as necessary
  • Assist with OPWDD Enrollments, Track Service requests and authorizations, Monitor TABs Reports as necessary, and Process DDP1s as related to Department Services
  • Participate in Statewide Community of Practice calls
  • Travel/Site visits to programs and agencies may be required
  • May provide Supervision to departmental staff as determined by need
  • Additional tasks/duties/projects as assigned
