This position is for a Deputy Program Manager (DPM) supporting the Executive Office for U.S. Attorneys and System Managers at U.S. Attorneys\' Offices. The candidate will lead a diverse team of Systems Engineers, Application developers, and Operations Engineers.

Background - The Executive Office for United States Attorneys\' (EOUSA) is responsible for providing administrative, technical and operation support to all 94 United States Attorneys\' offices (USAOs) located in over 240 geographically dispersed sites throughout the continental United States, Alaska, Guam, the Mariana Islands, Puerto Rico, Hawaii, and the U.S. Virgin Islands. The EOUSA Office Automation (OA), Telecommunications and Technology Development (TTD), and Case Management (CMS) and Information Systems Security (ISS) Staffs provide for the identification and analysis of the business needs/requirements to USAOs necessary for the design, development, and deployment of secure office automation, wide and local area networking, case management and other applications. All four of these staffs must rely, however, on contractors to deliver many of the high level technical services needed to maintain the technology deployed in EOUSA and USAOs.

Job Summary:
The Program Manager candidate must have the ability to maintain leadership and independently manage a complex technical program. They will perform supervision and direction of the multiple teams to ensure quality deliverables while managing investments, costs, scheduling, technical capabilities, strategy alignment, and resources. Will be responsible for the quality and efficiency of the task order performance as well as contract compliance. Required to collaborate with the Government Network Operations Chief, Senior IT Staff, and performs work independently to ensure that Government organizational goals, program goals, IT performance objectives and service level objectives are met.

Ensures document repository refreshes to ensure current documents are available for Network operational activities

Manage teams of systems engineers and report progress to stakeholders and executives

Develop and manage the roll out schedules, implementation plans and activities/tasks for and across all functional groups involved in the release and work across functional groups involved in the release

Required Skills and Education

  • Bachelor\'s degree with 5 years of leadership experience required.
  • Leadership, communication and documentation skills are required.
  • Experience with project management software (JIRA preference)
  • Experience managing multiple projects concurrently.
  • Proven experience interfacing with government PM\'s to manage requirements and expectations
  • Advance knowledge of MS Suite of tools (project, word, excel, etc..)
  • Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables
  • Experience managing teams in setting project deadlines and tracking work progress
  • Direct Report experience of medium to large sized teams
  • Ability to measure project performance to identify areas for improvement
  • Familiar with IT Cybersecurity processes and risk mitigation
  • Experience managing a Network Operations Center (NOC) to proactively identify events that may impact system availability.
  • Strong interpersonal skills
  • Proven ability to manage projects according to outlined scope, budget, and timeline
  • Ability to determine and define project scope and objectives
  • Experience in Developing Basis of Estimates (BOE), Work Breakdown Structure (WBS) and resource requirements matrix
