The Behavioral Health Service's team is transforming behavioral health delivery into a seamless, scalable, and outcomes-driven experience where care is integrated, accessible, and accountable. The Program Manager, Principal will report to the Director of Behavioral Health Product Strategy. In this role you will help to design, develop, and optimize our behavioral health product portfolio. As a steward of the behavioral health product vision, you will be responsible for leveraging competitive intelligence, member insights, and internal analytics to identify market gaps, prioritize features, and build scalable, technology-enabled solutions. You will execute the product lifecycle from concept through evaluation and ensure that every initiative is tied to measurable clinical, operational, and business outcomes.
Your Work
In this role, you will:
Support the Director of Behavioral Health Product in building and managing the behavioral health product roadmap, with a focus on user needs, clinical outcomes, and strategic alignment
Operate at a strategic business level to ensure projects/programs are in line with Blue Shield of California strategic goals
Consult with all levels including senior management, make recommendations, and influence decision-making
Leverage cross-functional internal and external relationships to drive initiatives forward
Plan and implement multiple and extremely complex projects/programs spanning across business areas
Determine key business issues, develop effective action plans and implement to successful conclusion
Draft and manage business case materials, implementation plans, and internal communications to drive alignment and decision-making
Coordinate product development activities across clinical, engineering, partnerships, and operations teams to ensure timely, quality delivery
Act as a connector across internal teams and external stakeholders to ensure initiatives are coordinated, compliant, and centered in health equity
Your Knowledge and Experience
Requires a bachelor's degree or equivalent experience
Requires at least 10 years of prior relevant experience
Requires at least 5 years of relevant health plan experience
Requires experience in successfully managing a project or program from inception to delivery in a healthcare setting
Requires experience in using data to drive decisions and monitor performance in a healthcare setting
Comfort working across technical, clinical, marketing and design teams to bring clarity, coordination, and structure to complex initiatives
Skilled in creating clear, testable business requirements, user stories, and acceptance criteria for technology and program builds
Committed to advancing equitable, evidence-based behavioral health care for underserved communities

Two Ways of Working:
Hybrid (Default):
Work from a business unit-approved office at least two (2) times per month (for roles below Director-level) or once per week (for Director-level roles and above). Exceptions:
o Member-facing and approved out-of-state roles remain remote.
o Employees living more than 50 miles from their assigned offices are expected to work with their managers on a plan for periodic office visits.
o For employees with medical conditions that may impact their ability to work in-office, we are committed to engaging in an interactive process and providing reasonable accommodations to ensure their work environment is conducive to their success and well-being.
On-Site:
Work from a business unit-approved office an average of four (4) or more days a week.
Physical Requirements:
Office Environment - roles involving part to full time schedule in Office Environment. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
