Director of Residential Services / Executive Director
Position Summary
The Program Manager is responsible for the overall oversight, compliance, and operational success of BDS-approved Residential Waiver Homes in Indiana. This role ensures services are delivered in accordance with Indiana Bureau of Developmental Disabilities Services (BDS) regulations, Medicaid Waiver requirements, and agency policies, while promoting high-quality, person-centered care for individuals with intellectual and developmental disabilities.
Key Responsibilities
Oversee daily operations of assigned BDS-approved Residential Waiver Homes
Ensure full compliance with Indiana BDS standards, Medicaid Waiver rules, and licensing requirements
Supervise, train, and support Residential Managers and Direct Support Professionals (DSPs)
Monitor staffing levels, scheduling, and staff performance
Conduct regular home visits, audits, and quality assurance reviews
Ensure implementation and monitoring of Individualized Support Plans (ISPs), Behavior Support Plans (BSPs), and risk mitigation plans
Collaborate with Case Managers, Guardians, Families, and Interdisciplinary Teams
Manage incident reporting, follow-up, and corrective action plans
Participate in BDS surveys, investigations, and corrective actions as needed
Support admissions, transitions, and discharges of individuals served
Promote a culture of dignity, respect, safety, and person-centered services
Qualifications
Bachelor's degree in Human Services, Social Work, Psychology, Healthcare Administration, or related field (required)
Minimum of 2-3 years of management or supervisory experience in residential services for individuals with developmental disabilities
Demonstrated knowledge of Indiana BDS policies, Medicaid Waiver services, and residential regulations
Strong leadership, organizational, and communication skills
Ability to manage multiple homes and priorities simultaneously
Proficiency in documentation, compliance tracking, and electronic health record systems
Valid Indiana driver's license with acceptable driving record
Ability to pass background checks per Indiana BDS requirements
Preferred Qualifications
Master's degree in a related field
Experience overseeing multiple residential waiver homes
Experience with BDS surveys and corrective action processes
Work Environment & Physical Requirements
Frequent travel between residential homes
On-call availability as needed
Ability to respond to emergencies and support crisis situations
