Job Description

BlueThree is recruiting a Deputy Program Manager / Lead Contracts Analyst & RPA Engineer to support a major acquisition management contract with the Air National Guard Readiness Center (ANGRC). This hybrid role combines federal acquisition operations expertise with data analytics and process automation.The Deputy PM will collaborate closely with the Program Manager to ensure timely execution of all deliverables, focusing on efficiency, standardization, and innovation. The role requires proficiency in low-code automation (e.g., Power Automate, UiPath), dashboard creation, and real-time metrics reporting within secure federal environments.

Key Responsibilities


Acquisition Operations & Program Support

Manage day-to-day execution of acquisition support activities, ensuring all tasks under the PWS are completed accurately and on time. Support program planning, performance monitoring, and workload distribution across multiple acquisition specialists. Maintain and update the Contract Forecast, Requirements Checklist, and PALT Dashboard with >95% data accuracy. Conduct quality control reviews of procurement packages, ensuring compliance with FAR, DFARS, and NGB policies before PM approval.
Automation and Data Analytics

Design, implement, and maintain automated workflows to streamline routing, document assembly, and reporting processes. Develop and manage Power BI dashboards to visualize real-time performance metrics for leadership visibility. Oversee the Acquisition Template Library (Deliverable 17), ensuring version control and alignment with current guidance. Apply data analytics to identify process bottlenecks and propose measurable improvements to reduce cycle time and PALT.
Technical Liaison and Compliance

Collaborate with ANGRC IT to maintain secure system access to SharePoint, PIEE, VCE, and EDA. Ensure compliance with cybersecurity, NIST SP 800-171, CUI, and OPSEC protocols. Support telework and continuity-of-operations (COOP) readiness under emergency conditions.
Team Training and Standardization

Create and maintain SOPs for acquisition workflows, templates, and reporting. Conduct training for staff on automation tools, standard operating procedures, and quality standards. Assist the PM in evaluating team performance metrics and preparing monthly progress reports.

Required Qualifications

Education: Bachelor's degree in business, information systems, or a related field. Experience: Minimum of 8 years in DoD or federal contracting/acquisition support. Technical Proficiency: Advanced knowledge of Power Automate, UiPath, Power BI, or Tableau. System Experience: Proficiency with PIEE, EDA, VCE, and SharePoint platforms. Certifications: IA, OPSEC, CUI, and AT Level I training (required); DAWIA/FAC-C Level II preferred. Security: Must hold or be eligible for a Tier 1 background investigation and CAC. Other: Strong organizational, analytical, and technical writing skills; proven ability to work under tight deadlines.

Preferred Qualifications

Demonstrated success implementing automation in government acquisition workflows. Experience supporting ANGRC, NGB, or similar defense organizations. PMP or Lean Six Sigma Green Belt certification.
