Summary





The program manager is responsible for the overall integrity and coherence of the program(s) within a Functional Unit, Department, or Office that has significant system or enterprise-wide scope, typically with sizable project teams and a cross-functional team of stakeholders. The program manager will develop and maintain the program environment to support all projects within the program(s). The program manager is responsible for the effective coordination of the program's projects and the management of their interdependencies, including oversight of any risks and issues that arise. This will include the coordination of the new capability for the business to enable effective change and the realization of projected benefits.



The program manager is crucial for creating and maintaining focus, enthusiasm and momentum in the program(s) and will provide leadership and manage multiple projects related to performance improvement in the program(s) within the constraints of scope, quality, time, and cost to deliver the specified requirements, which will include, but not be limited to: a) project planning initiatives that seek to improve quality and reduce the cost of care and maintaining associated timelines and accountabilities; b) serving as the point of contact between the program(s) and individual participants to facilitate communication, coordinate activities, or to gather, distribute or provide access to data; c) supporting the program(s) efforts aimed at optimizing documentation and risk adjustment; d) helping to coordinate the program(s) activities between the evidence based practices core, quality improvement, information technology, and analytic teams; e) assisting with meeting/committee preparation, coordination, and sharing summaries.



The program manager will provide project management expertise, developing and implementing project plans, assigning teamwork assignments, coordinating work efforts, identifying resource needs, and escalating issues appropriately. The program manager will identify the people, process, analytics, and technology changes needed for the program's strategy implementation and will coordinate and synchronize the efforts of the assigned entities with project management. This role will work collaboratively with other JHM strategic priorities to inform and integrate the program's efforts and other relevant initiatives.


Essential Functions





Responsible for planning and designing the program(s) and proactively monitoring their progress, resolving issues, and initiating appropriate corrective action

Responsible for defining the program's governance arrangements

Responsible for ensuring effective quality assurance and the overall integrity of the program(s), focusing inwardly on the internal consistency of the program(s), and outwardly on its coherence with infrastructure planning, interfaces with other programs, and corporate, technical, and specialist standards

Monitoring expenditure and costs against delivered and realized benefits as the program progresses o Facilitates the appointment of individuals to project teams.

Ensures the delivery of new products or services from projects is to the appropriate level of quality, on time, and within budget, in accordance with the program plan and program governance arrangements

Ensures there is allocation of common resources and skills within the program's individual projects

Manages third-party contributions to the program and communications with all stakeholders

Manages both the dependencies and the interfaces between projects

Manages risks to the program's successful outcome

Works with the business change managers or equivalent on the transition to the new business as usual position

Initiates extra activities and other management interventions wherever gaps in the program(s) are identified, or issues arise

Reports the progress of the program at regular intervals to program leadership


Education



A Bachelor's Degree in Business in Health Administration, Project Management, or related degree is required; a Master's Degree is preferred.


Required Licensure, Certification, On-going Training



Professional (PMP) or equivalent project/program management certification strongly preferred.


Work Experience



5-7 years of experience managing programs and projects that must include:

Minimum three (3) years providing project or team leadership

Minimum three (3) years' experience working on project(s) involving project life cycle methodologies

Minimum three (3) years' experience managing project budgets


Salary Range:

$37.04 /hour - $61.16 /hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
