Job Information

Open to the general public and any current Municipal employee.

This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

DEPARTMENT: Public Transportation
HOURS OF WORK: 40 hours per week, Monday through Friday, 8:00 a.m. to 5:00 p.m.
LOCATION: 3600 Dr. Martin Luther King Jr. Avenue

Example of Duties

Under supervision of the Operations Superintendent, the Mobility Manager is responsible for the administration of Paratransit. Services for Public Transportation. Develops, prepares and administers the complex, multi-million-dollar contract for the. AnchorRides Paratransit System. Oversight of the contractor to ensure compliance with program grants, contracts, policies, services, participant satisfaction, and performance measure reporting. Assists with budget development, prepares grant applications, and ensures contractor certification is upheld for Medicaid Waiver and Non-Emergency Medical Transportation provider certification. Trains and supervises the AnchorRides team which includes a working knowledge of fixed route, interviewing, hiring, evaluations, and coaching. Resolution of safety and security issues and customer complaints. Chair various working committees that focus on the ADA (American Disability Act) community. Leads ADA training for all new personnel. Responsible for Mobility Management which consists of short-range planning, management activities, and projects for improving coordination among public transportation and other transportation service providers, with the intent of expanding the availability of services. Supports state and local coordination planning and policy bodies such as regional partnering agencies and funding partners. Promotes the FTA initiative on the development of coordinated family service.

Minimum Qualifications / Substitutions / Preferences

High school diploma, GED or equivalent and eight (8) years of experience in the field related to the position. Employment is conditional based on a satisfactory background check which includes criminal, education, and employment history.

Associate\'s degree in Accounting, Business Administration, Public Administration, Human Resources, Purchasing, Computer Information Systems, Finance or similar discipline and six (6) years of experience in the field related to the position. Employment is conditional based on a satisfactory background check which includes criminal, education, and employment history.
OR
Bachelor\'s degree in Accounting, Business Administration, Public Administration, Human Resources, Purchasing, Computer Information Systems, Finance or similar discipline and four (4) years of experience in the field related to the position. Employment is conditional based on a satisfactory background check which includes criminal, education, and employment history.
OR
Master\'s degree in Accounting, Business Administration, Public Administration, Human Resources, Purchasing, Computer Information Systems, Finance or similar discipline and two (2) years of experience in the field related to the position. Employment is conditional based on a satisfactory background check which includes criminal, education, and employment history.

Valid State of Alaska Driver\'s License at time of hire.
Preferences:

  • Supervisory experience.
  • Experience with Transit Industry software, two-way radio systems, and on-board technology.
  • Experience wth Trapeze Paratransit, NeoGov or SAP software.

Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual\'s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
