The Oregon Liquor & Cannabis Commission (OLCC) is recruiting for a Public Records Manager position in our Public Safety Division located at 9079 SE McLoughlin Blvd., Portland, OR. The hiring manager for this position will be Richard Evans.

The Public Records Manager manages the OLCC\xe2\x80\x99s public records program and leads the agency\xe2\x80\x99s rulemaking process. The primary purpose of this position is to implement procedures and systems to maximize operating efficiency and effectiveness of public records fulfillment and recommend improvements and amendments to OLCC rules. The position serves as a rules and policy advisor to the Executive Director and Executive team on all areas of public policy.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state\'s Liquor Control Act and regulating the production, processing and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act. The agency also regulates the production, processing and sale of medical products sold to Oregon Medical Marijuana Program (OMMP) cardholders in OLCC licensed marijuana retail shops.

The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. There was more than $625 million in revenue generated for state, county and city programs from 2020-22.

What are some of the supporting duties?

  • Develop, implement, and lead a centralized, agency public records program in cooperation with subordinate staff. In-charge of process design, changes, and implementation strategy according to project management methods, guidelines, and principles. Final decision-maker on record fulfillment operations.
  • Coordinate and partner with the Department of Justice or Attorney General\'s Office in preparation for litigation related to public records and records retention. Provide depositions or testify in court as needed.
  • Plan, organize, assign, review and evaluate the work of public records fulfillment unit, which coordinates, monitors, reviews and approves the work of public records fulfillment. Conduct comprehensive program analysis, provides technical assistance, and performs investigations to ensure that legal requirements are met.
  • Makes decisions on hiring. In consultation with the Human Resources Manager, apply labor contract and work collaboratively to identify and resolve employee concerns/issues and disciplines as appropriate. Evaluate employee performance, mentors employees and provides feedback and take corrective action when necessary. Provide training and consultation in technical areas.
  • Develop and maintain agency policies on public records and records retention. Accountable for the integrity of the Public Records program within the agency.


What do you need to qualify? Minimum Qualifications:
Five years of lead work, supervision, or progressively related experience;
OR two years of related experience and a bachelor\'s degree in a related field.

  • The salary listed is the Public Employee Retirement Systems (PERS) qualifying base salary range of a Policy, Planning & Development Manager 1 (AL-7625-AA). If the successful candidate is PERS qualifying, the salary range will reflect the 6.95% increase.
  • This position serves a six month trial service period.
