Introduction





The Wisconsin Department of Children and Families (DCF), Division of Early Care and Education, Administrator\xe2\x80\x99s Office is currently recruiting to fill a Policy Initiatives Advisor-Executive position. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Waukesha, Green Bay, Eau Claire, Wisconsin Rapids, La Crosse, Rhinelander, and Fond du Lac. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation. High speed internet access is required to meet the needs of remote work. Position Summary





This position reports to the Division of Early Care and Education (DECE) Administrator and serves as a member of the DECE leadership team along with the Division Administrator and the Deputy Division Administrator. This position functions as a key policy advisor with substantial authority on the formulation, determination and implementation of extremely complex external policy development and major interdepartmental initiatives to strengthen services for early care and education and family support. This position deals with publicly sensitive issues. The position guides and participates in setting strategic departmental directions and provides alternatives/options focused on managing and harnessing the magnitude and impact of changes and initiatives on the departments and the state\xe2\x80\x99s resources which impact programs for Wisconsin child care providers, parents and families. The position manages departmental policy issues that impact early care and education and family support programs, departmental operations, other agencies, private concerns, the public, and substantial populations of affected citizens. It provides executive level liaison functions involving highly complex interactions and involvement with administrators and other executive level officials in government and business as well as executives and leaders from private industries. This position works with DECE staff and leadership to develop and implement policies to support the work of DECE. Salary Information





The starting salary is between $32.73 and $54.79 per hour ($68,078 and $113,963 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. The pay schedule/range is 81-01. A two-year career executive trial period may be required.

Job Details





Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled. Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications





Minimally qualified applicants will have:
  • Experience developing or managing policies, initiatives, or programs (for children, adults, or families, etc.)
  • Experience engaging with a diverse array of stakeholders around policies, initiatives, or programs
  • Experience conducting legal and/or budgetary review or analysis for policy and procedure implementation
Well-qualified applicants will have:
  • Experience working with legislation, legal issues, statutes, and/or administrative rules
  • Education, training, and/or professional experience in the area of early childhood, child welfare, or economic and family support
  • Project Management experience (establishing project deadlines and/or priorities, facilitating discussions, developing workgroup reports, etc.)
