The City of Pomona is seeking current and experienced dispatchers to work for the Pomona Police Department, Dispatch Operations. Police Dispatchers perform a variety of complex duties involved in the receipt and dispatching of calls for law enforcement and other emergency assistance for the Pomona Police Department.

Additionally, the Police Dispatchers perform full range journey level duties related to the handling and dispatching of emergency services. Employees at this level work independently while exercising judgement and initiative while being fully aware of the operating procedures and policies of a dispatch center and receive only occasional instruction or assistance as new or unusual situations arise.

MINIMUM QUALIFICATIONS TO APPLY

The City is seeking a candidate who is dedicated to public service and has any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities to qualify. A typical way to obtain the knowledge, skills and abilities would be:

Education and Experience:

  • High school diploma or GED equivalency supplemented by specialized training in emergency management and telecommunications operations.
  • Three years of experience as a current Police Dispatcher (with a California police agency), must be currently employed and in good standing.
License or Certificate:
  • Possession of a valid CA Class "C" driver\'s license.
  • Applicants must submit a copy of Police Officers\' Standards of Training (P.O.S.T.) Dispatcher Certificate with application.
  • Must submit a Typing Certificate indicating a typing speed of 45 net words per minute (refer to information below).

Knowledge of: English usage, spelling, vocabulary, grammar, and punctuation. Modern office practices, methods, and computer equipment. Principles and procedures of record keeping and reporting. Principles and practices used in dealing with the public.

Skill to: Learn to operate and perform minor maintenance on a variety of emergency communications equipment. Operate a computer terminal, teletype, radio, telephone, fax machine, copier, dictaphone, and other office equipment. Type at a speed of 45 words per minute and enter data at a speed necessary for successful job performance.

Ability to: Learn operational characteristics of communications equipment and tools used in the area of emergency dispatch. Learn streets, businesses, boundaries, districts, and zones which represent geographical areas of responsibility within the City. Learn principles and resources for dealing with hazardous materials. Learn policies and procedures of receiving, processing, and dispatching emergency calls. Learn basic communications rules and regulations governing the operation of radio transmitting and receiving systems. Learn standard radio broadcasting and dispatch procedures and rules. Learn principles and procedures of record keeping including the maintenance and security of communications reports. Learn general law enforcement codes, practices and methods. Work under pressure, exercise good judgment and make sound decisions in emergency situations. Effectively communicate with and elicit information from upset and irate citizens. Understand and follow oral and written instructions. Apply knowledge and reasoning to make prompt and effective decisions quickly in both routine and non-routine situations. Analyze situations carefully and adopt effective courses of action. Interact effectively and sensitively with individuals from diverse backgrounds. ESSENTIAL DUTIES

Receive requests for police, fire, or other emergency services over the phone; answer 911, alternate emergency, and business calls.

Screen incoming calls to determine necessity, priority, and type of response required.

Monitor other agency radio frequencies to be aware of incidents elsewhere that may affect operations. Dispatch units in response to calls for service; monitor all activities on the radio keeping constant communications with personnel in the field; relay information and instructions to field personnel.

Maintain accurate log of incoming service requests and action taken; enter, update, and retrieve information from the computer and teletype networks.

Provide general information to the public; refer calls to appropriate agencies; calm angered, distraught, or frightened callers; maintain calm in radio transmissions during hectic, tense, and dangerous situations.

Call public and private agencies including allied law enforcement, hospitals, tow companies, utilities, and City standby personnel.

Operate the CLETS (California Law Enforcement Teletype System) to run registration checks on vehicles, property, wanted information, and driver\'s license status.

Contact other agencies and check for warrants on subjects. Operate a variety of public safety telecommunications equipment, C.A.D., records management system, unit and call status monitors, alarm board, and other miscellaneous equipment.

Perform related duties and responsibilities as assigned.
Essential duties require the following physical skills and work environment: Ability to perform the following physical demands: In addition to the physical demands listed above, ability to work in an enclosed environment with limited mobility; availability for shift work, weekends, holidays, and mandatory overtime.
