General Purpose

Hiring salary is dependent upon experience.
The hiring range is $52,165.24 - $65,206.55 Annually ($25.0794 - $31.3493/hr)
Under the supervision of the Permits Supervisor, reviews residential construction documents for compliance with adopted building code. Communicates design deficiencies, code requirements, and engineering principles to project stakeholders and design team. Mentors and provides technical support to permit technicians. Conducts special field inspections of existing structures and prepares corresponding report. Performs other duties as assigned to further the goals and objectives of the agency. Complies with established safety guidelines.
Essential Duties & Responsibilities
  • Evaluates construction plans of residential alterations, new single-family dwellings from previously approved master models and certificates of occupancy to assess compliance with city codes and ordinances for approval.
  • Analyzes structural calculations, building systems and/or components using basic engineering principles and calculations to determine compliance with related codes and standards.
  • Reviews inspection results and notices of violation to ascertain appropriate permit and plan review action. Coordinates with code enforcement staff to assist in case resolution.
  • Explains code requirements, policies and procedures to customers, and resolves issues and discrepancies related to plan approval or permit application.
  • Evaluates building permit applications and related documentation to ensure compliance and acceptance with all applicable codes.
  • Determines occupancy group(s), type(s) of construction, required reviews, process sequencing, fees and applicant eligibility as set forth by the city ordinances.
  • Provides complex information about the permit process and advises applicants of the submission requirements, required documentation and required approvals for their specific project.
  • Responds to emails, phone calls and requests for virtual and in person appointments to discuss permit applications, plan reviews and processing.
  • Participates in professional development training and education at the required ISO levels. Maintains minimum required ICC and NIMS certifications.
  • Models and demonstrates city values at all times during the course of employment to include: integrity, collaboration, innovation, respect and excellence.

Minimum Qualifications
High School diploma or G.E.D. required. Some college coursework preferred. At least five years of experience in the construction or real estate industry and one year as a permit technician is required. Experience as a lead worker preferred. Within 12 months of hire, the successful completion of the following FEMA incident management training courses is required: ICS-100, IS-559 and IS-700. Must obtain the Permit Technician (ICC Exam 14) certification within 18 months of hire and the Residential Plans Examiner (ICC Exam R3) certification within three years of hire. An equivalent combination of experience and training which provides the required knowledge, skills, and abilities may be considered. Previous plan review experience is preferred. Knowledge, Skills, and Abilities
  • Considerable Knowledge of codes and ordinances such as the city\xe2\x80\x99s land use and municipal codes
  • Basic knowledge of architecture and/or engineering, the International Residential Code and other applicable laws, rules, regulations and nationally recognized standards governing design, construction, renovation or alteration of buildings.
  • Advanced knowledge permitting software, database concepts, and reporting functions.
  • Advanced knowledge of permitting policies and procedures.
  • Skill in use of scientific calculator, engineers\' and architects\' scale and computer.
  • Ability to review and interpret extensive variety of technical material and construction plans and documents.
  • Ability to work effectively with diverse and sometimes demanding personalities.
  • Ability to establish effective working relationships with coworkers, contractors, developers, builders, architects, engineers, community representatives and other stakeholders.
  • Ability to organize tasks and work environment to maximize efficiency with attention to customer service.
  • Ability to work independently and make decisions in absence of a supervisor.
  • Ability to motivate, direct, coach, mentor and train colleagues.

Equipment Used, Work Environment and Physical Activities
  • Driving: May need to drive a city or personal vehicle in the normal course of business.
  • Office Equipment: Daily use of computer, keyboard, copier, scanner, printer, calculator, phone (desk and cell), and electronic diagnostic equipment. Daily use of software programs including specialized permitting software, and Microsoft Office Suite.
  • Other Equipment: None.
  • Physical Activities: Sits for long periods of time; light physical activity that may include walking, standing, stooping, bending, reaching, lifting, and carrying. Requires continuous and repetitive arm-hand-eye movement.
  • Lifting: Occasionally lifts, carries, and exerts up to 25 pounds
  • Vision and Hearing: Must have visual acuity to see and read paper and electronic documents, distinguish between shades of color and read small print and symbols. Must be able to answer telephones, communicate conversation and respond to verbal inquiries.
  • Exposure to Environmental Conditions: Position generally works in an office setting with overhead lighting and long periods of screen time.
  • Schedule: Position generally scheduled Monday - Friday; occasionally weekend work. May require attendance at off-site meetings.
