General Statement of Job

Under general supervision, performs supervisory, maintenance and construction duties in directing the maintenance and repair of County parks and facilities. Administrative and skilled work in directing the management of parks and recreation facilities in relation to planning, development, construction, maintenance and repair of County parks, athletic fields, and facilities. Work involves daily scheduling, assigning, and directing the work of employees engaged in maintenance activities. Employee will perform and / or assign facility inspections of all parks and facilities and use inspection reports to create needed repair work orders and monitor progress of such to completion. Assigns work orders through the department\xe2\x80\x99s Cityworks work management program. Employee is responsible for maintaining a variety of records and preparing reports from such records. Employee is responsible for providing safety training and orientation to park staff. Employee must exercise independent judgment and initiative in completing daily activities. Reports to Parks Manager.

Personnel occupying this position may be scheduled to work irrespective of weather conditions and/or when general County offices are closed.
Special Duties & Responsibilities
  • Serves as first line supervisor to Park staff involving planning, scheduling, supervising, participating in and supervising work of subordinates.
  • Assists with the hiring of all Park staff.
  • Determine priorities and assigns personnel to various job sites in an efficient manner; determines the nature and extent of custodial work to be performed; instructs and briefs crews on work to be performed; inspects work upon completion of assigned tasks; ensures all subordinate staff are properly trained, keeps records of all and attends safety meetings.
  • Resolves problems as non-routine situations arise with daily and long-range planning and the handling of personnel management matters. Supervises the work of crews and contracted jobs for Park facilities; may assist crews in mowing grass, lining athletic files, repairing equipment, painting, landscaping, and general maintenance.
  • Determines materials and equipment needed for completion of projects and daily activities.
  • Utilizes Cityworks management system to track and assign work orders, inventory, inspections reports, and historical data.
  • Records activities and prepares periodic and special reports.
  • Maintains and updates inventory and inventory controls.
  • Directly oversees facilities, playgrounds, equipment and infrastructure inspections within the department to ensure all maintenance and repairs are identified and work orders are created to complete timely maintenance and repairs as identified during inspection process.
  • Directly updates and manages Safety Data Sheets in relation to the Departments operations.
  • Assists in writing and edits safety, job hazard, job analysis and all other OSHA required written plans for the Department.
  • Directly manages the department\xe2\x80\x99s annual pesticide applications and formulates reports to submit to the Virginia Department of Agriculture and Consumer Services (VDACS) annually.
  • Assists in obtaining quotes and bids for the purchase of equipment and supplies; recommends purchases based on bids and quotes.
  • Provides training and monitors all subordinate staff certifications requirements to meet and or maintain respective positions requirements.
  • Assigns employees and equipment to perform emergency work during nights, weekends, and holidays.
  • Coordinates turf grass management, field turf and maintenance schedule.
  • Directs staff in coordinating logistical arrangements for programs and special events; performs immediate scheduling and responds to unplanned events.
  • Assists in coordination of department\xe2\x80\x99s response in the event of emergency operations.
  • Enforces Park rules and regulations.
  • Makes presentations to community and civic groups and explains Parks and Recreation operations as needed.
  • Assists in maintenance oversite of County pool.
  • Performs other related duties as required.

Minimum Training & Experience
High School Diploma or equivalent, and four (4) to six (6) years of experience in maintenance work, including supervisory responsibilities; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Possession of a valid driver\xe2\x80\x99s license issued by the Commonwealth of Virginia. Proficient in computer skills and or have the skills to learn Word, Excel, Cityworks, NOVATIME and NEOGOV within six (6) months of employment. Valid VDACS Fertilizer Applicators License within six (6) months of employment.
Possess Valid Pool Operator\xe2\x80\x99s Certification within six (6) months of employment.


Maintain an Active Membership in the VSTMA and attend a minimum of one (1) event offered through VSTMA annually.


Obtain an OSHA 30-hour training certification within 60 days of employment.


Obtain Certified Playground Inspector\xe2\x80\x99s Certification within 12 months of employment.
Special Requirements
  • Knowledge of equipment, materials and tools used in the construction, maintenance and upkeep of parks and associated facilities.
  • Knowledge of the equipment, materials and tools used in automotive and equipment maintenance and repair.
  • Knowledge of the occupational hazards and safety precautions related to the work performed.
  • Knowledge of established policies, procedures, rules and regulations of the department.
  • Knowledge of basic grounds keeping, carpentry, plumbing, and related maintenance trades.
  • Knowledge of the principles of supervision, organization and administration.
  • Skill in the use and care of tools and equipment employed in the construction and maintenance of parks.
  • Ability to plan, implement and monitor adherence to a maintenance schedule for park grounds and equipment.
  • Ability to plan, assign and supervise the work of subordinates and to instruct them in proper work methods and procedures.
  • Ability to exercise considerable independent judgment in performing daily work activities and in inspecting completed work.
  • Ability to prepare and maintain routine work records and reports.
  • Ability to effectively express ideas orally and in writing.
  • Ability to exercise tact and courtesy in contact with park patrons, civic and community groups, and the general public.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar or divergent from obvious standards) of data, people or things.
  • Ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments or directions to subordinates or assistants.
  • Ability to read manuals, covenants, maps, drawings, reports, etc. Ability to prepare work schedules, reports, etc., conforming to all rules of punctuation, grammar, diction, and style.
  • Ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in oral, diagrammatic or schedule form.
  • Ability to record and deliver information, to explain procedures, to follow oral and written instructions.
  • Ability to communicate effectively and efficiently in standard English.
  • Ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; understand and apply the theories of geometry.
