The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

OPS Senior Program Analyst (340B Consultant):

This is a professional position with administrative oversight of the DOH-Hillsborough 340B programs, compliance, adherence to rules and policies as well as reviewing business outcomes related specifically the DOH-Hillsborough 340B and Pharmacy programs. Ensures all compliance with maintaining our 340B status as outlined through HRSA, Office of Pharmacy Affairs guidelines and meets all program directives related to 340B and pharmacy procedures (state and local). This position reports to the Director, Disease Control Division.

Your Specific Responsibilities:

Performs Pharmacy program monitoring to include, but not limited to monthly tracking of all Pharmacy expenditures, revenues, and client utilization trends. Analysis data and provide reports as necessary. Maintains a good working knowledge of the Ryan White program, AIDS Drug Assistance program, Medicaid program, Medicare program, and private insurance programs. Reviews pharmacy monthly invoice, 3rd party utilization reports, revenues collected and develops trends and analysis reports directly to the Director of the Disease Control Division and 340B Oversight Committee.

Understand policy and procedure processes of 340B Onsite and Contracted Pharmacy partners. Review source documentation for a sample of patients every month from 340B Onsite and Contract Pharmacy partners monthly. Manage 340B ESP reporting and remain knowledgeable on applicable 340B Manufacturer Restrictions. Manage entity established Standard Operating Procedures.

Reviews revenue generating initiatives and additional contractual agreements to increase revenue generation through the DOH-Hillsborough Pharmacy operation.

Oversee annual 340B self-audits to prepare for HRSA audits.

Manage OPAIS Database Listings for Each Eligible Site including, but not limited to, new grant certifications, annual recertifications and quarterly review of Authorizing Official and Primary Contact details.

Attend National and Regional 340B Conferences, roundtables, summits, and Course Education Training. Maintains certifications with Provide, HMS and Cerner-Etreby. Perform other duties as directed.

Experience with the Ryan White HIV/AIDS Program preferred.

Qualifications:

Minimum -

  • At least two years\' experience with private and public health insurance principles and regulations.
  • Intermediate to advanced level knowledge with Microsoft Excel.
  • At least one year\'s experience developing protocols and procedures.
Preferred -
  • Bachelor\'s degree (from an accredited college, or university) in business, healthcare administration or accounting.
  • At least one year experience with Ryan White HIV/AIDS program.
  • At least one year\'s experience with healthcare compliance (i.e., HIPAA, Medicare, Medicaid, and relevant pharmaceutical laws).
  • Completion of online Apexus 340B University Course
  • Certification as an auditor
  • At least two years\' experience performing audits.
  • At least two years\' experience with 340B program regulations.
