Serco is seeking a Lead for the LHA(R) Financial Team supporting the Amphibious Warfare Program Office in Washington DC. Partial teleworking will be considered for the ideal candidate.

This position is contingent upon your ability to obtain and maintain a DoD Secret level clearance post-employment.

Serco supports the Navy as subcontractor to the prime for their Amphibious Warfare Program; specifically Business Financial Management (BFM) Support. The BFM team supports the Financial Management Division in support of the Landing, Helicopter, Assault (LHA), of the Landing Craft Air Cushion (LCAC), of the new Landing Craft Utility (LCU) 1700, and of the new Ship to Shore Connector (SSC) programs.

You will be part of a 11-person Business Financial team consisting of senior, mid and junior level Business Financial Analysts that works closely with the customer in delivering quality products and services to the Principal Acquisition Program Manager.

Responsibilities

  • Serves as the Lead Financial Analyst for the LHA(R ) program.
  • Manages the LHA(R ) financial team for all hulls and financial products.
  • Manage a team of six Business Financial Analyst consisting of senior, mid and junior level.
  • Work closely with the customer (Principal Acquisition Program Manager) in delivering quality products and services.
  • Provide business and financial management support in cost estimation, preparation and justification in all areas of DOD planning, programming, budgeting, and execution (PPBE).
  • Attend program reviews, financial reviews, and applicable meetings where budget/financial expertise is required including developing presentations.
  • Assist in researching and preparing responses to financial drills to NAVSEA Comptroller, Resource Sponsors, Financial Management and Budget (FMB) and Office of the Secretary of Defense (OSD).
  • Interface with HQ personnel, field activities, and contractors to collect, assess, analyze, interpret, and collate POM and budget data and justification to support budget submissions.
  • Maintain proficiency in Navy Enterprise Resource Planning Program (ERP), Program/Budget Information System (PBIS), NAVSEA Enterprise Planning System (NEPS), and Electronic Data Access (EDA).
Qualifications

To be successful in this role, you will have:
  • Bachelor\'s degree in finance or related discipline.
  • Ability to obtain a DOD Secret security clearance.
  • 7+ years of experience supporting a U.S. Navy program office.
  • Must possess qualities of an effective leader.
  • Outstanding verbal and written communications skills.
  • Proficiency using the Microsoft Office suite including Word, Excel, and PowerPoint.
  • Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
  • Ability to travel up to 10%.
Additional desired experience and skills:
  • Experience providing BFM.
  • Experience with Navy ERP; DEAMS or GFEBS can be substituted for Navy ERP.
  • Experience with Obligation Phasing plans, Spend Plans, and familiarity with the PARM funding process.
  • Experience with any of the various appropriations: Research, Development, Test and Evaluation (RDTE), Shipbuilding and Conversion Navy (SCN), Other Procurement Navy (OPN).
