AGENCY INFORMATION:

The Maine Office of Community Affairs (MOCA) is seeking a motivated professional to join a newly established office dedicated to strengthening Maine's communities. This role reviews and analyzes financial activities, prepares reports, and recommends improvements while working in secure federal, state, and agency systems. Working across MOCA offices, with a primary focus on support for

Volunteer Maine,

the state service commission, the selected candidate will play an integral role in building and managing the financial and grant systems that support decision-making and advance this important work. BRIEF JOB DESCRIPTION:

This is professional services work involving the review, compilation, and evaluation of the financial data, payment processes, and grant and contract management systems in the Commission. Responsibilities include analyzing activities and work problems, summarizing findings, preparing reports, and recommending changes in policies, procedures, or practices in administrative, financial, records, and information management systems. The position will work in secure federal, state, and agency financial and grant management systems. The position collaborates with senior planners responsible for the various grant goals by providing reports on both an ad hoc and scheduled basis. Work is performed under limited supervision.


REPRESENTATIVE TASKS:

Responsibilities include:


Developing and maintaining financial reports to track expenditures against budgets Reviewing grant terms and regulations to ensure compliance Establishing procedures for staff and subgrantees to follow for expenses, invoicing, and reimbursements Process and code invoices Resolves payment issues Collaborates with service center and fiscal staff to address abnormalities.
Additional duties include preparing and modifying grant agreements, reviewing financial issues during grant competitions, collecting and verifying expense documentation, compiling financial reports for operations and subgrants, and maintaining accurate, compliant records for in-kind match and other transactions.





KNOWLEDGE, SKILLS, AND ABILITIES:



Knowledge of automated information management systems Knowledge of basic government financial principles and practices Knowledge of financial data collection and interpretation methods and techniques Knowledge of the theories, principles, and practices of public administration, organization, workflow, and financial procedures Knowledge of methods and techniques of analysis, work simplification, and forms and records management Ability to gather, assemble, calculate, and analyze facts and draw valid conclusions Ability to read and understand government rules and regulations associated with financial activities and grant management Ability to communicate clearly and effectively (both oral and written) Ability to apply customer service skills in interactions with grantee staff, especially during assessment of allowability of expenses Advanced data analytical skills Advanced knowledge of Microsoft Excel including, but not limited to, lookup functions, formulas, charts, and pivot tables.

MINIMUM QUALIFICATIONS:

Six (6) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.


Preference will be given to candidates with the following skills and/or experience:

Knowledge of data collection and interpretation methods and techniques Knowledge of methods and techniques of analysis, work simplification, and forms and records management Ability to gather, assemble, calculate, and analyze facts and draw valid conclusions from data and other sources Proficiency in working with information management systems and understanding of relational databases
