What you will be doing:
Reporting directly to the agency\'s Public Records Officer, you will assist in managing agency risks arising from criminal destruction or misappropriation of public records. You will support the agency\'s operations and records management in accordance with regulation and best practice. You will analyze management and business issues and processes regarding core agency administrative functions and policies, provide consultation, develop strategies, conduct research, and formulate recommendations on agency operations and records management.

Who we are:
Created by the Legislature in 1949, the Washington State Human Rights Commission (WSHRC) is responsible for administering and enforcing the Washington Law Against Discrimination (WLAD). The mission is to eliminate and prevent discrimination in Washington State through the fair application of the law, efficient use of resources, and establishment of productive partnerships in the community.

The Commission is made up of five members appointed by the Governor, who appoint an Executive Director. The Executive Director appoints investigative staff, and other employees as needed to conduct the day-to-day operations of the agency. The Commissioners meet monthly and provide policy direction, adopt regulations, vote to grant or deny requests for reconsideration of previously issued investigative findings, and conduct outreach in their geographical communities.

Currently, the WSHRC is hiring a new Customer Service Specialist 2 (CSS2). The role is vital not only to the agency but to the support of the investigative team and administrative staff. Due to an increasing number of inquiries in regards to questions and concerns, the need to find a talented professional who can remain neutral and impartial is very important. The position responds to a high volume of inquiries via phone calls, mail and emails providing information regarding the process for filing a complaint with the agency and/or makes referrals to other organizations for a resolution.

Duties

Some of what you\'ll enjoy doing includes:

  • Provide guidance and develop processes to support all agency digital records to include cloud applications and SAS (software as a service) solutions.
  • Develop and maintain training materials for the agency on records management and the use of digital data.
  • Develop compliance audit process for the agency.
  • Conduct research and analyze complex and unprecedented records management issues impacting the agency.
  • Provide consulting on records management to division coordinators and agency employees.
  • Review and manage inventory, and manage the inventory of all public records at least once during a biennium for disposition scheduling and transfer action
  • Audit our systems, file shares, and anywhere else we store data to ensure we are complying with regulations.
  • Assists in development of policy and best practices for retention of data on mobile devices
  • Work with programs to move to a more paperless process and put processes in place for them to manage and maintain it
Qualifications

REQUIRED:
Bachelor\'s degree in business administration, public administration, law, public health, health administration, or a related field

AND

Four (4) years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.
  • Additional qualifying experience may qualify for education on a year for year basis
PREFERRED:
  • One year of direct experience with Washington State records retention and management that includes working knowledge of Washington State Public Documents, Records, and Publication laws, specifically
  • Political acumen and sensitivity.
  • Ability to develop good working relationships with internal staff.
  • High degree of independence, leadership and ability to interact with all levels of internal staff and external stakeholders.
  • Project management experience.
  • Ability to support multiple high-profile projects.
  • Impeccable attention to detail and proofreading skills.
  • Effectively work with diverse stakeholders including the general public, businesses, community organizations, legislators, and Governor\'s Office.
  • Develops working relationships in a highly political environment.
  • Think strategically and creatively to find win-win solutions.
  • Reliability and good work attendance record is a must.
