Licensing Manager -- Nuclear Fuel Services, Inc. - Erwin, TN

Summary Description of Job:

Manage the Licensing Program and related activities associated with Nuclear Regulatory Commission (NRC) and State of Tennessee requirements. Maintain federal, state, and local licenses and permits. Enter and track regulatory/outside agency issues and commitments in the NFS Corrective Action Program (CAP). Implement the requirements of the NFS Safety Review Committee.

Major Duties & Responsibilities:

  • Plans and organizes activities associated with federal and State of Tennessee licensing functions, including license applications, license amendment and renewal requests and decommissioning requests.
  • Maintains federal, state, and local licenses and permits; and, maintains oversight of the posting of regulatory notices.
  • Establishes liaison with and provides advice to other departments on matters pertaining to license compliance.
  • Coordinates regulatory agency inspections; and, schedules entrance and exit/closeout meetings.
  • Establishes primary liaison with NRC inspectors to facilitate completion of regulatory inspections.
  • Establishes primary liaison with NRC resident inspector, conducts periodic meetings with resident inspector, and tracks resident inspector licensing issues/commitments.
  • Directs the assembly of support and relevant documentation to aid in the preparation of reports to the NRC Operations Center and responses to Notices of Violation (NOV).
  • Tracks violations from regulatory agencies and inputs regulatory and outside agency commitments into the licensee\'s Corrective Action Program (CAP).
  • Reviews documents posted on the NRC and State of Tennessee websites in order to identify documents that apply to NFS which have been revised, added or deleted.
  • Coordinates all meetings and formal communications with the NRC and State of Tennessee.
  • Maintains oversight responsibilities for communications with federal and state regulatory agencies; and, leads or participates in negotiations with regulatory agencies regarding licensing-related matters.
  • Actively participates in Nuclear Energy Institute (NEI) Fuel Cycle Facility industry meetings, phone calls, conferences as well as attends NRC workshops and meetings.
  • Implements and assesses the Safety and Safeguards Review Council (SSRC) Program.
  • Maintains the Licensing Sharepoint site.
  • Establishes department budget and man-power plans. Maintains a qualified Licensing staff.
  • Establishes and maintains performance metrics associated with the Licensing Program.
Education Requirements of Job:

B. S. -- Engineering, Safety or technical discipline OR 8 years of safety/regulatory management experience may be substituted in lieu of a degree.

Experience Requirements of Job (Beyond educational or equivalent requirements):

Nine to ten years\' experience with B. S. degree OR in lieu of B. S. degree 17 years of safety/regulatory management experience. Licensing, regulatory compliance, safety, safety analysis or directly related experience in a nuclear or similar highly regulated position.

Professional License/Certificate:

Professional Engineer or Professional Safety Certification preferred.

Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. Position requires U.S. Citizenship (with no dual citizenship) and ability to obtain and maintain a Department of Energy (DOE) security clearance which involves an extensive criminal and financial background investigation, drug test and previous employment reference verifications.
