Project Overview:

Saudi Arabian Bechtel Company is providing Project Management Consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.\xe2\x80\x9d NEOM is a planned cross-border city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in ground-breaking ways. Key Responsibilities

  • Review Scope of Services documentation and develop Project procedures/ instructions
  • Develop/maintain Quality Management Plan (QMP) and support implementation
  • Develop and implement the Project Quality Audit & Surveillance Schedule, the level and frequency of audits will be based on performance and / or risk-based analysis
  • Coordinate, manage, and perform internal and external quality audits/surveillances as per audit/surveillance schedule and follow up on closure of findings
  • Utilize DevonWay or similar systems for Closed Loop Corrective Action (CLCA) and process Condition Reports and Recommendations
  • Document the review/evaluation of audit results and recommend to the Project Management Team any additional controls/support required
  • Support the execution of People Based Quality (PBQ) program on the Project as applicable
  • Monitor and provide input to the agreed KPIs on a monthly basis
  • Maintain and control Project quality records
  • Perform Project QMS indoctrination, orientation, and awareness sessions, as applicable
  • Interface with contractors/ subcontractors for quality audits or quality concern
  • Perform Gap Analysis as applicable
  • Prequalify contractors and evaluate contractor\'s quality system capabilities and controls
  • Monitor and oversight consultants, contractors, and subcontractors QMS implementation
  • Coordinate, review, and approve contractors/ subcontractors and Project responses to deficiencies identified as a result of Project quality audit and surveillance activities
  • Review contractors\' submittals including quality manuals, procedures, Quality Plans, ITPs, and audit schedules
  • Identify and incorporate applicable quality system requirements for contractors in Service Requestions
  • Lead/facilitate Project Root Cause Analysis (RCA) utilizing an effective process for initiating, planning, and performing an analysis and reporting results of the analysis so appropriate corrective measures may be identified, documented, implemented, and verified to resolve condition(s) identified as adverse to quality and prevent recurrence.
  • Verify implementation of Best Practices and Lessons Learned. Collection, evaluation, and disposition of new Best Practices and Lessons Learned identified and documenting into DevonWay
  • Perform NCR, RFI, FCDs, Punchlist trending
  • Participate with the Employer to conduct and carry out audits of consultant\'s and contractor\'s Quality Assurance and Control program for compliance with the consultant\'s / contractor\'s Quality Plan
  • Review and approve a finalized, fully documented, Project Quality Plan issued by all consultants and contractors in accordance with the Project Specifications and the ISO 9001 Quality Systems Standard
  • Participate in technical tender review and evaluation of consultants and contractors, if required.
  • Maintain Employer liaison and communication for project quality related activities
  • Represents the project during quality audits conducted by the Employer, management, or regulatory agencies
  • Report weekly/monthly progress to Project Quality Director.
Qualifications:
  • 10+ years\' experience in overseeing the design, development, and implementation with leadership experience in an EPC, Infrastructure or related industry encompassing activities associated with engineering, procurement, and construction of critical products, projects, or services.
  • Relevant Bachelor`s degree is preferred in Engineering, Science, Project/ Quality management, Business management or related field. (required
  • Membership of an appropriate professional body would be advantageous.
  • ISO 9001: 2015 Certified Lead Auditor (IRCA approved) (required).
  • Applicable certification in Quality, e.g., Six Sigma (Green/ Black Belt), Lean skills, Certified Quality Manager (CQM) (advantage)
  • Demonstrated experience with design controls, design verification and validation activities, process controls, construction or start-up activities, and risk management.
  • Experience working in a team-oriented, collaborative environment. Must maintain outstanding interpersonal and communication skills to motivate a large employee community. Must have led diverse teams made up of multifunctional professionals to realize agreed upon goals and objectives. Excellent coaching, listening, presentation, and interpersonal skills.
  • Good knowledge of Project Quality Management System and ISO 9001 certification at an enterprise level
  • Strong analytic skills with practical knowledge of how to identify key performance quality metrics to set targets for maintaining a state of compliance while identifying areas for improvement.
  • Proven data analysis, data verification, and problem-solving abilities. Experience with statistical reporting and analysis. Demonstrated ability to apply data driven decisions to execute sound business insight.
  • Ability to interact effectively and professionally at all levels of the organization (e.g., executives, managers, subject matter experts, peers, and support staff)
  • Ability to develop and lead process implementation and improvement in a team environment. Understanding of product quality improvement using tools such as Six Sigma, Lean methodologies etc.
  • Proficiency in oral and written communication in English Language.
