The Alaska Department of Administration, Division of Personnel and Labor Relations, is seeking to fill a full-time Labor Relations Analyst 1 to join our team in Juneau!



We are a small team of professionals supporting all departments in the executive branch of State government. We work independently, in a fast-paced environment where there is never a dull moment. Our core functions are to provide guidance to Human Resources in all disciplinary matters; interpret collective bargaining agreements; write grievance and complaint responses; defend management in disputes with Unions; and negotiate collective bargaining agreements.


What you will be doing:

This recruitment is for the entry level Labor Relations Analyst series. This means that you will be learning the ins and outs of State government\xe2\x80\x99s terms and conditions of employment. You will be assigned a group of departments for whom you will provide guidance in disciplinary matters and other employment issues, provide case review and train HR consultants in disciplinary matters. We will train you to become increasingly independent in your position and provide guidance in your analyses of cases. Because the Labor Relations section is involved in all executive departments, there will be a large variety of issues with diverse factors and unique circumstances you will deal with. There is great opportunity for growth and the skills needed to be successful as labor relations analyst have broad applications.

We are looking for a successful candidate that has the following competencies:
  • Curiosity: We are looking for somebody who is excited to learn, who is willing to perform research and an has an ability to resolve complex issues. Do you like to learn through inquiry, interpretation, and analysis?
  • Ability to identify the crucial issues: Can you find ambiguity in language? The double meaning of sentences? If you can identify those crucial, pivotal factors that can mean different things to different people, we need you! We need people who can step back and look at the bigger picture, who can search for the reasons behind disputes, and compare them to what has happened in similar situations.
  • Writing: Once you have concluded your research, analysis, and inquiries it is important that you can relay the essential factors to decision makers. Can you be persuasive? Can you filter through all the facts and circumstances and make a recommendation?
  • Conflict Management: Most of your work involves a conflict, dispute, question, contradiction, or argument of some sort. Emotions can flare and multiple sides of a conflict need to be explored. Can you review conflict from a neutral perspective? Can you professionally represent a party in a conflict to come to a resolution? Although we are not on the front line of conflict, we must bring matters to conclusion through advocacy.
  • Professional advocacy skills: Can you argue based on facts? Persuade others while building and maintaining a relationship with your opponents? Respectfully disagree and come up with common ground? We need people who are challenged by conflict, thrive on opposition, and can tackle a large variety of issues.
  • Personnel and Human Resources: This position is all about employment matters. The Collective Bargaining Agreements, as well as regulations, statutes, and codes are there for you to interpret and guide you. You don\xe2\x80\x99t have to memorize them, but you need to be able to understand them and comprehend how they relate to each other.

Minimum Qualifications
A Bachelor\'s degree or the equivalent in any field from an accredited college or university
AND
One year of professional human resource or labor relations experience. This is equivalent to a Human Resource Consultant 1 with the State of Alaska or elsewhere.

Substitutions:
Four years of any combination of post-secondary education and/or technical or professional experience in human resources or labor relations will substitute for the required bachelor\'s degree.

A degree from an accredited law school will substitute for the education and human resource or labor relations experience.

Special Note:
"Human resource" includes experience in recruitment and selection, classification, employee training, employer provided benefits programs, employment law compliance, personnel and payroll, and labor relations. Experience in related fields such as human rights and workers\' compensation is also qualifying. Supervision of employees in and of itself does not constitute human resource work.

"Labor relations" includes experience in grievance processing, arbitration preparation and presentation, labor contract interpretation and application, preparation of proposals and strategy for negotiations, participation in negotiations as team member or chief spokesperson, or specific research endeavors in support of these activities.
