Job Description


GENERAL STATEMENT OF DUTIES
This classification serves to assist the Juvenile Probation Officers in completing administrative and case management duties in the delivery of probation supports and interventions.

SUPERVISION RECEIVED
Works under the direct supervision of a Juvenile Program Supervisor, or other assigned position of a higher classification, who assigns duties and reviews work performance.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification.

Typical Duties - Duties include, but are not limited to the following

  • This position provides services to monolingual Spanish-speaking clients; therefore, fluent bilingual Spanish/English skills are required.
  • Assist with scheduling appointments with doctors, counselors, and other service providers.
  • Arrange and provide secure and non-secure transport as directed by the probation officer or supervisor.
  • Works with other partner agencies as needed to support case planning.
  • Accompany probation officer in the field for both announced and unannounced visits with youth.
  • Cognitive restructuring, skill development, emotional regulation and behavior modification interventions that address criminogenic needs are delivered using the EPICS model.
  • Monitor and support case plans of the youth and family.
  • Prepare and enter timely reports and notes for the case record and court.
  • Performs clerical duties of the probation officer or other staff.
  • Monitor clients for compliance with court ordered conditions. Make regular contact, both face-to-face and by phone, with client, parents, school staff and treatment and/or program staff.
  • Make referrals to court department and community programs, when appropriate.
  • Contact victims and gather restitution information at the direction of the probation officer.
  • Route files to appropriate juvenile department and state court staff for processing of new referrals, court orders, etc.
  • Utilizes various information systems such CRIS, OJIN, Microsoft Office, Microsoft Outlook, JJIS, Marion County Intranet and the Internet.
  • Attend and participate in regular training on CPR, First Aid, and maintain certification in CPR and First Aid, and other required training.
  • Establish and maintain effective and professional working relationships with co-workers, clients, other agencies, and the public.
  • Have and maintain a valid Oregon\'s Driver\'s License and have approval to drive.
  • Computer literacy and word processing skills.
  • Has reviewed and signed the Juvenile Department\'s Code Ethics.
  • Establish and maintain regular and punctual attendance.
  • Comply with department and county policies, procedures, and regulations.
  • Actively participate in and support the department initiatives regarding evidence-based practices.
  • Promotes a positive and safe work environment.
  • Collect fingerprints, photographs, DNA samples and urine samples per court order.
  • Ability to work in a variety of geographic locations.
  • Attend meetings as directed.
  • Respond to emergency situations and interact to diffuse aggressive situations with the ability to restrain combative clients.
  • Provide courtroom security and on a rotating basis assist other probation officers with their security needs.
  • Attend and participate in regular training of NCI, Intervention and Restraint Skills, EPICS, Skill streaming and DBT .
  • Other duties/Special Projects as assigned by the probation officer or supervisor.
Requirements for the Position

EXPERIENCE AND TRAINING * Associates degree with major coursework in psychology, counseling, or a related field to assignment area; AND
  • One year of experience in corrections, criminal justice, social work, or a related field; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
  • This position provides services to monolingual Spanish-speaking clients; therefore, fluent bilingual Spanish/English skills are required. An additional 5% will be added to the hourly wage as compensation for this skill. Finalist will be required to pass a verbal and written Standardized Spanish/English Fluency Assessment as part of the hiring process.
  • Must possess a current driver\'s license in the applicant\'s state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. . * Ability to secure and maintain custody of resistive juveniles.
  • Possess a CPR certification within three months of hire.
  • The finalist for this position will be required to pass a criminal history background check, however conviction of a crime may not necessarily disqualify an individual for this position.
  • This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana. The Marion County Drug and Alcohol Use and Testing Policy can be found at:

  • This is a full-time temporary position, which is eligible for overtime.
  • Typical Work Schedule: Monday through Friday, 8:00 am - 5:00 pm, with flexibility depending upon the needs of the department and program.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of adolescent development, behavior and adjustment challenges of juvenile clients; family functioning and sociological factors; cognitive restructuring, skill development, emotional regulation and behavior modification intervention techniques; proper utilization of the effective practices in community supervision (EPICS) model.

Skill and ability to conduct personal interviews; maintain accurate and complete records; communicate effectively both orally and in writing; support and maintain a safe, positive and cooperative working environment; understand and effectively follow oral and written instructions, communication and procedures; meet and assist individuals from a variety of socioeconomic and cultural backgrounds in a courteous, professional manner; maintain confidentiality; lift supplies; use a computer and make entries into data systems; adapt positively to a rapidly changing environment; learn and implement skills being trained.

PHYSICAL REQUIREMENTS
Drives a motor vehicle in the performance of duties; uses depth perception; reads a 12 pt. font; speaks with a clear and audible voice; hears a normal speech level; sits for up to 2 hours at a time; stands; moves about the work area; climbs 1 floor of stairs; rapid-mental/hand/eye coordination; lifts and carries items up to 10 lbs.; pushes/pulls up to 125 lbs.; moves carts weighing up to 100 lbs.; operates a keyboard and computer; possible exposure to smoke, heat, humidity, noise or chemicals; may work on uneven terrain; possible risk of exposure to OSHA Blood/Body Fluid (BBF).
