Description of Work

The Office of State Budget and Management (OSBM) is excited to announce that we are seeking an Internal Auditor II for our Central Internal Audit Office!

The North Carolina Office of State Budget & Management (OSBM) delivers the highest quality budget development and management services for state government. Overseeing the state\'s is at the heart of much of what we do. Yet OSBM is much more than budgets.

This position is part of the Central Internal Audit Office within the Office of State Budget and Management (OSBM) which conducts internal audits for State agencies. Under general supervision, this position may work on the following types of engagements: operational compliance, financial, information systems, and investigative. Positions ensure that applicable laws, regulations and policies are applied, and that financial reports are accurate and complete and provide safeguards against misappropriation, that programs, processes and functions are efficiently utilized, that hardware is protected, and data is accurate, complete and properly secured. This position examines and analyze risks, internal controls, source records and reports, programmatic data, financial statements and/or systems for accuracy, completeness, and conformance to guidelines and regulations. Under general supervision this position will plan, test and draft reports. Work includes risk identification and mitigation, root cause analysis and solutions, and conduct and/or review the results of data analytics.

The Central Internal Audit Office operates within the Internal Professional Practices Framework (IPPF) issued by the Institute of Internal Auditors and limited travel may be required.

Knowledge, Skills and Abilities / Competencies
  • Demonstrate the ability to apply internal auditing, government auditing or other standards and techniques during the performance of an audit engagement.
  • Demonstrate the ability to develop or follow work programs and instructions.
  • Demonstrate the ability to confirm the accuracy of data and/or conformance to rules,
regulations, and standards * Ability to research, compile and analyze information.
  • Ability to recognize problems and propose solutions.
Minimum Education and Experience Requirements

Bachelor\'s degree in accounting or a discipline related to a program area within the agency, and two years of audit experience; or a Bachelor\'s degree in any field and certification/licensure as a certified internal auditor, certified fraud examiner, certified information system auditor; certified public accountant with an audit focus; or other audit certification/license and two years of audit experience; or an equivalent combination of education and experience.

Management Preference:
  • One year of internal auditing in conformance with the Professional Practices Framework (IPPF) issued by the Institute of Internal Auditors.
  • Certified Internal Auditor (CIA), Certified Government Auditor Professional (CGAP), Internal Audit Practitioner, Certified Information Systems Auditor (CISA).
