Required QUALIFICATIONS
Required Education:
Bachelor's degree from an accredited institution in educational research, statistics, psychology, computer science, data science, information science, systems science, operations research, or related field.
Bachelor's degree may be substituted by either of the following: two-year associates degree plus four (4) years full-time experience in systematic reporting;
OR
eight (8) years of directly related experience in the field
Required Experience:
At least two (2) years of experience with each of the following areas:Working with complex data systems, writing code, and accessing data in relational databases, including data validity & reliability and data modeling
Developing, interpreting, and summarizing data that is subsequently presented as part of custom data reports, including descriptive and inferential statistics
Using Excel and standard software (e.g., Microsoft Office suite and web-based applications) for data analysis
Communicating effectively in English, both orally and in writing, to ascertain, collate, analyze, and report on research and surveys
At least one (1) year of experience in a position that required:Intermediate knowledge of data mining and management for small to large data sets involving integrated database systems, networks, and software
Explaining complex data concepts to non-technical audiences, including individuals and/or groups of peers, instructors/faculty, administrators, managers, and members of the public through positive, empathetic, and professional communications
Using standard survey software (e.g., Survey Monkey, Qualtrics, LMS tools) to design and administer surveys

Demonstrated experience that encompasses one or more of the following roles and background expertise:
+ Institutional "Keyholder" for the Integrated Postsecondary Education Data System (IPEDS) or comparable federal reporting system, and/or
+ Systemic/compliance reports for the State of Oregon's Higher Education Coordination Commission (HECC) or comparable state reporting system Experience in technical writing and visual data presentation in connection with internal and external institutional reporting (e.g., as demonstrated with grant, departmental/division, college/university, and/or public agency reports and/or research publications)
Experience responding to the reporting needs of individuals who may lack data or technical backgrounds and tailor related data-gathering efforts and communications as appropriate
Technical, analytical, and problem-solving skills that demonstrate high-level understanding of data definitions, data sources, extraction logic, and methodologies
Experience with statistical analysis software, data analytics, and/or programming languages (e.g., Python, SPSS, SAS, R, Splus).

Position Purpose:
This position supports the College through systematic institutional research reporting and data analytics/science. Extracts data from multiple information systems; performs the necessary steps to validate, transform, and analyze those data; and submits a variety of reports in support of institutional compliance requirements, key mandates, and institutional goals. Works closely with the Director to advance institutional effectiveness through the research, collection, statistical analysis, interpretation, visualization, and presentation of data to diverse audiences that include decision makers, managers, faculty, students, and community members. Provides a balance of technical acumen and communication skills that support and advance collaborations with managers, faculty, and administrators across campus.
Essential Functions:
Incorporate emerging technology and maintain current knowledge of software utilities in connection with data gathering and analysis software packages (such as, Access, Excel, SQL, SPSS, SAS, STATA)3
Coordinate the acquisition of institutional, instructional, and student data from a variety of internal and external sources, and coordinate with IT to define data parameters for extracting information from the College and/or other databases
Oversee preparation and submission of state and federal reports; act as the College's liaison to reporting agencies by validating data in draft reports, troubleshooting data anomalies, and convey the College's data-related concerns to reporting agencies
Oversee systematic data audit, problem-solving, and improvement processes for College data warehouse
Perform detailed analyses and prepare and report findings for stakeholders, translating complex information for audience-appropriate delivery
In connection with institutional research data, increase the professional knowledge and technical skills of staff and faculty within the College to advance appropriate uses and interpretation of relevant data
Support, design and implement research projects, surveys, questionnaires, and assessment studies using appropriate qualitative and/or quantitative techniques to ensure validity, integrity, and consistency of data results
Foster and maintain cooperative working relationship with College staff, other organizations, and the public
Develop effective procedures to use querying and data mining tools to access and evaluate appropriate data
Maintain safeguards around confidential information and/or sensitive files
Respond to internal requests for data by helping College staff focus and refine their research questions and data needs, obtain the information needed to fulfill requests, and understand and interpret that information as needed
Fulfill routine and ad hoc requests for institutional research in a timely manner
Develop, implement, and support interactive data reports including web-based dashboards using business analytics software (e.g., Argos, Tableau)
Assist with research and reporting in connection with mission fulfillment, accreditation, assessment, Institutional Review Board (IRB), program reviews, portfolio reviews, grant development and evaluation, and annual planning activities and processes
Maintain compliance with established College policies and procedures
Problem solve and manage sensitive information with appropriate awareness of FERPA standards; maintain confidentiality and sensitivity to the privacy needs of students.

Supervision Statement:
The Institutional Research Analyst/Senior Institutional Research Analyst works under and reports to the Director of Institutional Research and Effectiveness.
Physical Demands/Working Environment:
This position works indoors and is exposed to usual office working conditions that include office noises and interruptions, such as printers, telephones, and visitors. This position requires that an employee is able to sit or stand for extended periods of time; perform cognitive and psychometric work for more than six (6) hours a day. Work may require transporting materials up to twenty-five (25) pounds. Work safely.
Knowledge Skills and Abilities:
Ability to learn and effectively navigate Ellucian Banner or comparable ERP systems for data extraction, analysis, planning, and reporting functions
Ability to learn and employ other data visualization tools such as SSRS and/or PowerBI
Ability to interpret and apply FERPA regulations and confidentiality requirements when handling student or human subjects data
Ongoing professional development in Institutional Research and/or Data Science
Provide support to employees working to meet accreditation standards through evaluation and assessment of student outcomes
