GENERAL DESCRIPTION:

This Compliance Assistance Specialist (CAS) position is to support and empower the Compliance, Consultation, and Operations Programs and works cooperatively with the existing CAS position to improve safety and health for employers within the State of
Wyoming. The primary position objective will contribute to minimizing accidents and injuries involving Wyoming employees, and identify and mitigate potential hazards in Wyoming workplaces.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • This CAS position will be Responsible for providing safety and health services
primarily to public sector employers throughout Wyoming in efforts to identify,
evaluate and mitigate workplace risk by working closely with all Wyoming OSHA
leadership. These responsibilities include: *Visit work sites for concerns noted for
imminent danger, referrals, hospitalizations, local or national emphasis
programs* Create reports and inspection case files for hazard findings/program
review/SHMS/abatement/guidance for employers * Appropriately address and
classify hazards In Accordance With (IAW) OSH Act, Wyoming OSHA Act, Rules
of Practice and Procedure, 29 CFR 1910, 29 CFR 1926, Wyoming OSHA
Standards and Consultation Policies and Procedures Manual *Properly calculate
injury/illness rates for correct comparison to BLS data for industry *Evaluate
working conditions for the prevention of occupational disease and injury (toxic
substances, biological, radiation, noise, and physical agents). *Develop and
implement appropriate sampling plan *Properly use and maintain industrial
hygiene equipment and media to collect samples * Properly collect and calculate
monitoring sample results IAW Appropriate OSHA, NIOSH, and Laboratory
methods * Compare monitoring results to appropriate OSHA limits (PELs,
STELs, Ceiling Limits, Action Levels, etc.) *Explain results and provide guidance
to employers on health monitoring results and impact on employees and
employers* Provide guidance on meeting compliance for hazards identified *
Provide onsite training to employers during visits on hazard identification and applicable hazards identified * Track all employer abatement actions and requests
extensions to corrective actions * Conduct training for OSHA staff for health
monitoring procedures and noting issues in the public industry to increase awareness
*Enter all information into the OIS system *Help to increase participation of
employers in Prestige Programs (EVTAP, SHARP & VPP Program) *Update
Deputy Administrator, Compliance Supervisor, Consultation Supervisor and
Operations Supervisor on cases and work, as needed. * This CAS is responsible for data and statistical collection and analysis for

Wyoming Workplace metrics include fatalities, injury & illnesses, and metrics
As requested by Deputy Administrator. * This CAS position will serve as an additional 11c investigator within the

Compliance Program, as needed. The 11c program conducts investigations of
discrimination for health & safety IAW:
Section 11(c) of the Occupational Safety & Health Act (OSHA). [29 U.S.C. \xc2\xa7660(c)]
Section 11(c) provides protection for employees from retaliation because of their exercise of a variety of rights guaranteed under the Act, such as filing an S&H complaint with OSHA or their employers, participating in an inspection, etc. 29 CFR 1977

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Preference may be given to those with experience in Health (Industrial Hygiene) functions. Preference may be given to those with experience in discrimination investigations.

**Agency requires that applicants possess a valid driver\'s license.

KNOWLEDGE:
  • Knowledge and ability to work with a diverse group of people professionally and cooperatively.
  • Knowledge of principles, concepts, and practices specific to workplace safety, accident/injury prevention, and workplace accident investigations.
  • Knowledge of Wyoming Workers\' Compensation processes and services.
  • Knowledge of data organization and manipulation in Excel and Google Sheets.
  • The ability to analyze, interpret and explain complex data relating to employer premiums, and employer modification rates (EMR).
  • General knowledge relating to OSHA standards affecting office environments and overall employee safety and health.
MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree

Experience:

0-3 years of progressive work experience (typically with OSHA) with acquired knowledge at the level of an OSHA Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically with OSHA) with acquired knowledge at the level of an OSHA Specialist

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:
  • Medical Evaluation and Fit testing are required.
  • This position requires extensive travel.
  • Travel can be required up to 50% of the time in and out of state for this position.
  • May be required to walk long distances, climb ladders and stand for extended periods.
  • Potential exposure to various chemicals, noises, thermal exposures, physical hazards, and radiological exposures during inspections.
  • Applicants will be required to wear personal protective equipment such as respirators, safety eyewear, hard hats, safety shoes, FRCs, hearing protection, etc.
