POSITION DESCRIPTION

The Human Resources Specialist provides leadership for new hire activities for incoming employees, including new hire orientation, new hire in-processing and support of recruitment efforts. Additionally, this position manages the recruitment, assessment, orientation and placement of volunteers in appropriate programs within the facility; provides the community with information regarding current volunteer activities, as well as the facility\xe2\x80\x99s goals, function and need; develops public interest, understanding and good will with the public/community.

MAJOR DUTIES & RESPONSIBILITIES:
  • Manages the recruitment, assessment, orientation and placement of volunteers in appropriate programs within the facility.
  • Develops a program of job descriptions, evaluations and recognition for volunteers.
  • Conducts workshops for staff and volunteers to obtain effective use of volunteer services.
  • Completes in-processing and onboarding of new volunteers to ensure compliance with the facility\xe2\x80\x99s rules and policies, including the facilitation of fingerprinting, drug tests, Employee Health, educational requirements.
  • Collaborates with Organizational Development HR department leadership and relevant managers and educators to ensure new employees are appropriately trained and welcomed to the orientation on their first day.
  • Facilitates new hire orientation sessions, including presenting relevant content, securing meeting location and technology and scheduling guest speakers and union representatives.
  • Serve as primary contact for state and federal student loan repayment programs, including developing proactive communications plans to publicize programs to applicable staff.
  • Supports proactive outreach to potential clinicians to support difficult to fill recruitment.
  • Provides support to Recruitment, Transactions and Classifications staff in the interview, selection and onboarding process.
JOB REQUIREMENTS

EDUCATION REQUIREMENT: Graduation from an accredited four (4) year college or university with a bachelor\'s degree. Excess work experience as described under the Specialized Experience below or any other progressively responsible administrative, professional or other analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.

EXPERIENCE REQUIREMENT: One-half (1/2) year to one and one-half (1 1/2) years of professional work experience in one or any combination of human resources functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, personnel program development and services, labor relations, and personnel research.

MEDICAL EXAMINATION REQUIREMENT: Offers of employment will be contingent on successfully passing a pre-employment examination, which includes drug screen and other regulatory medical requirements such as, but not limited to, a tuberculosis (TB) screen. The cost for drug screening and blood draw for QuantiFERON and Titers, shall be borne by the Hawaii Health Systems Corporation.
