Description/Duties
A Human Resources Specialist II assigned to Leave Administration performs technical and skilled paraprofessional, administrative, and/or clerical work in support of Family Medical Leave Act (FMLA) and extended leave processing within the Human Resources Department. Duties include extensive public contact in providing employees and departments with information regarding policies and regulations relating to FMLA, USERRA, ADAAA, and other activities, as well as researching information in support of a personnel functional area. This class is also responsible for performing related duties as required.
Leave Administration Assignment: Responsibilities include overseeing and administering employee leave requests related to extended leave programs such as: FMLA, Military Leave, Special Leave, Administrative Leave, Donated Leave, and Americans with Disabilities Act Amendments Act (ADAAA) as related to an extension of leave. This includes the FMLA administration process, preparing employee notices, gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and accounting for intermittent and reduced scheduled leave; managing employee timecards; repayments for employees on leave; calculating Gap, deferred compensation, and retirement payments for Military members; updating timecards for employees on continuous leave including completing historical timecard corrections; assisting staff with analyzing leave accruals to determine appropriate changes in the timekeeping system to ensure employees receive their full entitlement; and performing, troubleshooting, and analyzing minor timekeeping system configurations as it relates to leave administration and accruals.
Incumbents must possess advanced technical knowledge in specific functional areas; have the ability to explain and interpret Federal, state, and local leave laws; work independently with minimal supervision and without specific instruction; and regularly exercise independent judgment when making decisions regarding the disposition of matters related to the program areas. Work is reviewed for accuracy, completion, and adherence to departmental policies and standards by the respective supervisor over the specific program area. This class is FLSA exempt-administrative.

Qualifications & Requirements

Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from an accredited college or university with an Associate's Degree in Human Resources, Business Administration, Public Administration, or a related field. Good (1 - 3 years) paraprofessional-level Human Resources experience.
Preferred/Desirable Qualifications. A Bachelor's Degree from an accredited college or university in Human Resources, Business Administration, Public Administration, or a related field. Personal computer (PC) experience is highly desirable. Experience related to assigned program area is also preferred.
