Marion County is currently recruiting for a Human Resources Specialist for our HRIS team! If you enjoy entering and maintaining employee data and have prior experience with various HR systems, this position is for you! This position requires attention to detail and experience with Excel. GENERAL STATEMENT OF DUTIES

Perform a variety of paraprofessional, technical and administrative assignments and duties in support of the Human Resources. Duties and responsibilities support workforce development in entering, maintaining, and tracking all personnel related changes in the Oracle HRIS system. Duties also include collaborating with other areas within HR, including Benefits, Classification and Compensation, Recruitment and Training. Additionally, duties include referring to the Personnel Rules and Collective Bargaining Agreements. (Workforce includes county employees, interns and volunteers as applicable.) Performs other related duties as assigned.

SUPERVISION RECEIVED

Work under the general supervision of the Human Resources Manager, or designee, who provides general supervision including assigning and reviewing work.

Typical Duties - Duties include, but are not limited to the following

  • Provides HRIS support in various systems including, but not limited to: Oracle, Laserfiche and any other HR process tracking tool. Utilizes a variety of computer programs.
  • Processes Approval Request Forms (Position Review Forms, New Position and/or Add/Delete Forms, Reclassification Forms), and Personnel Actions (PA\'s); verifies I-9 and other new hire forms; performs a high volume of data entry functions and generates reports.
  • Acts as a primary resource for department representatives, managers, and Human Resources staff on matters as they relate to union contracts, Personnel Rules and county policies and practices. Serves as a central resource for gathering and disseminating information.
  • Audits Personnel Actions (PA\'s) and other processed documents (i.e. Performance Evals, Approval Request Forms, other) for accuracy and to ensure they align with union contract language, Personnel Rules and county policies and practices.
  • Performs monthly Laserfiche document destruction.
  • Works closely with Payroll and Finance staff to ensure that work in the Oracle HR module doesn\'t adversely impact their work. Ensures that all documents have been processed, audited, and are ready for Payroll Run.
  • Coordinates with IT staff to identify and resolve issues within the HR system or with HR Reports.
  • Networks with IT staff to provide reports to department representatives and managers.
  • Coordinates with IT staff to ensure access to HR data needed to monitor and perform day to day HR functions including but not limited to labor relations, systems development, systems improvement, HR auditing, metrics, and outcomes tracking.
  • Performs research analysis; evaluates data and reaches logical conclusions; and has knowledge of Excel to perform basic functions for analyzing data.
  • Facilitates department representative trainings as needed. Writes and updates instructional documents for HRIS and department representatives as needed. Composes correspondence.
  • Assists with New Employee Orientation paperwork as needed.
  • Collaborates with HR Team regarding HR processes and practices.
  • Attends various meetings as they relate to the position.
  • Other duties as assigned by your supervisor.
Requirements for the Position

EXPERIENCE AND TRAINING * Graduation from high school, preferably supplemented by course work in human resource management or business administration; AND
  • Five (5) years of progressively responsible experience in a Human Resource office environment; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
  • The finalist for this position will be required to pass a criminal history background check, however conviction of a crime may not necessarily disqualify an individual for this position.
  • Must possess a current driver\'s license in the applicant\'s state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • This is a full-time hourly position, which is eligible for overtime.
  • Typical Work Schedule: Monday through Friday, days, with flexibility depending upon the needs of the department and program.
KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of basic research techniques, procedures and methods; principles and techniques of record keeping; English composition, spelling and grammar; office practices, procedures and techniques; human resource information software; word processing and spreadsheet software; techniques of customer service.

Some knowledge of basic principles and practices of human resources and risk management administration; federal, state and local statutes, regulations, rules, policies and procedures relating to the duties and responsibilities of assigned program.

Ability to comprehend and utilize complex forms, documents, and technical language; interpret and apply personnel policies, procedures, collective bargaining agreements and other applicable rules, guidelines and laws; communicate effectively, both orally and in writing; establish and maintain cooperative working relationships with county personnel, vendors, representatives of outside agencies and the public; be resourceful and use tact in explaining difficult procedures, policies and regulations to the public and employees; apply basic statistical methods to research and administrative assignments; collect, compile and organize data; operate office machines, including computer terminals and word processing equipment.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Preference will be awarded only if the applicant meets the minimum requirements of the position and attaches the required documentation at the time of application.

  • One of the following:
  • MEMBER COPY 4 of the Certificate of Release or Discharge from Active Duty (DD Form 214 or 215); OR
  • Letter from the US Department of Veterans Affairs indicating receipt of a non-service connected pension; OR
  • Certification that discharge or release from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
  • In addition to one of the above documents, Disabled Veterans must also submit one of the following:

  • Certification that medical separation from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
