Job Duties

NOTE: This position is not 100% telework. This position may be eligible for telework opportunities; availability, hours, and duration will be in accordance with the Commonwealth\'s Teleworking policy. The employee may be required to work a schedule that is split between remote and onsite (shared workspace).

HR Security Administrator is responsible for supporting the Human Resources Information Systems and business processes within VDSS in support of VDSS and local departments of social services. To promote and support compliance and data integrity, the HR Security Administrator is responsible for security administration on the CARDINAL system, Commonwealth of Virginia Learning Center (COVLC), PageUp Recruiting Management System, Local HR Connect (LHRC) and other VDSS systems as necessary.

Security Administration includes coordinating account access and deactivation, conducting system access certification, and performing other administration tasks, including documenting, and coordinating defect resolutions on the COVLC with the DHRM team.

The HR Security Administrator also maintains the HR web site on the FUSION to address the needs and interests of all HR customers. In addition, the Security Administrator manages VDSS equipment and other assets assigned to the Human Resources staff, coordinates the Statement of Economic Interests (SOEI) training compliance, administers HR Tools and services, creates, and maintains process and systems documentation, and trains end users.

The HR Security Administrator is also accountable to provide guidance and technical leadership to less experienced staff, manages medium to complex issues, and exercises independent judgement on escalating issues to more senior staff.

HR Security admin will provide direct support to Human Resources staff

Minimum Qualifications

KSA\'s and/or Competencies required to successfully perform the work (attach Competency Model, if applicable):
  • Knowledge of human resources management principles and practices.
  • Knowledge of cyber security principles and administering security.
  • Knowledge of Systems Development Life Cycle (SDLC) methodologies, principles, and tools.
  • Knowledge of computers and web-based applications.
  • Knowledge of HTML and other web publishing tools.
  • Knowledge of best practices for creating original web content that targets a specific audience and meets objective.

Additional Considerations
  • Possession of PHR or SPHR, SHRM CP or SCP certification.
  • Knowledge of Federal and State regulations related to human resources functions.
  • Knowledge of Human Resources functional areas.
  • Experience designing, implementing, and supporting large, automated HR Information Systems.
