Job Description




The HR Operations Associate (HROA) will be responsible for accurately creating and maintaining employee records in HRCMS, including new hire and rehire records, as well as processing updates due to promotions, demotions, and transfers. They will also be responsible for onboarding functions to ensure a smooth experience for those joining the DVS, which may include facilitating the I-9 process, CORI checks, education and employment verifications, and system/access control. The HROA will also update various position and schedule changes in HRCMS. They may participate in other projects within the HR Operations Team as needed. Duties and Responsibilities:

  • Accurately create and maintain employee records in HRCMS, including entering new hires, promotions, demotions, and transfers in a timely manner.
  • Enter and verify all deductions into employee records to ensure proper payment of taxes, insurance premiums, garnishments, and other benefits funded through employee deductions.
  • Enter new Direct Deposit(s) into HRCMS.
  • Process requests for staff changes, position type, standard hours, dept. ID, and location changes.
  • Ensure appropriate documentation is provided for CORI, license, and educational requirements.
  • Review and monitor step increases; notify employees, in writing of their increases and step delays.
  • File relevant personnel and payroll documents into employee files.
  • Perform routine HR file audits as assigned.
  • Provide quality customer service to all employees, managers, and the general public.
  • Ensure good communication with hiring managers, employment and staffing representatives, and HR liaisons.
  • Provide on-the-job training to other HR Operations team members as needed.
  • Perform special projects as assigned.

Required Qualifications:
  • Data entry with accuracy and attention to detail.
  • Ability to assemble items of information in accordance with established procedures.
  • Ability to review and compare like data for accuracy, completeness and consistency.
  • Ability to maintain accurate records.
  • Ability to exercise discretion in handling confidential information.
  • Ability to deal tactfully and professionally with other employees.
  • Ability to work in a team setting.
  • Knowledge of traditional payroll functions.
  • Familiarity with payroll software used by the Commonwealth of Massachusetts.

Preferred Qualifications:
  • Knowledge of the policies, procedures, specifications, standards, guidelines, laws, rules and regulations governing Commonwealth of Massachusetts personnel and payroll processing.
  • Knowledge of the laws, rules and regulations governing the State personnel system.
  • Knowledge of other Human Resources functions with the Executive Office of Health and Human Services, including but not limited to, Employment and Staffing, Personnel and Payroll Processing, and Customer Service.
  • Knowledge of unions, union contracts, and complying with contact terms, any memorandum of agreements, and other payroll-related responsibilities.

Minimum entrance requirements:
Applicants must have at least (A) two years of full time, or equivalent part-time, professional experience in personnel work, or (B) any equivalent combination of the required experience and the substitutions below.


Substitutions: A Bachelor\'s degree or higher may be substituted for the required experience.*
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
