Job Description


HR Generalist, Workplace Investigations will be responsible for leading investigations reported by field-based employees, partner organizations and or donors. The nature of these complaints includes, but are not limited to, harassment & discrimination; insubordination; bullying or hostile work environment; retaliation; conflict of interest; verbal altercations; threats and violence in the workplace. The position will be responsible for recommending and issuing discipline, if needed as well as, providing coaching and counseling to employees.

Responsibilities:

Workplace Investigations

  • Lead investigations of Workplace policy concerns raised through the open reporting system and or whistleblower hotline
  • Conduct prompt, thorough and complex investigations, including conducting interviews with concern raisers, witnesses and subjects, assessing risk, reviewing documentation, and making recommendations/corrective actions in the context of an investigation; in partnership with the HR Partner/Manager, as appropriate
  • Provide regular updates on the status of cases to business stakeholders
  • Prepare high quality written reports of the investigation which provide a clear and logical account of the allegations, investigative work performed, key findings and conclusions, ensuring that the conclusion is evidence based
  • Where appropriate, and in consultation with HR, make recommendations as to corrective actions
  • Provide briefings to senior leaders on investigative matters as required
  • Build and maintain client relationships in the face of conflicting demands or directions
  • Inform and provide updates to JHU General Counsel as needed
  • Partner with HR community i.e. national and international forums to understand trends or changing legal requirements
  • Monitor open cases assigned to ensure timeline and compliant closure, using established guidelines
Legal Case Management
  • Manage and monitor current active legal cases by country
  • Prepare updates for Leadership on a regular basis
  • Proactively manage conclusion of open cases
  • Works with country HR and Chief HR & Admin Officer to review any litigation documents and prepare responses
  • Tracks progress of all cases in legal tracker
Compensation & Benefits
  • In coordination with GHR Compensation Manager, country office HR and Country Director, assist with reviewing all staff salaries for market and internal equity
  • Ensures benefits are compliant with local law and within Jhpiego policies
  • Works with country finance team to review any documentation regarding tax exemptions
  • Advise recruiters on taxation requirements for expats & TCNs before hire
Strategic Partnering
  • Assist with internal and legal review of country employee manuals at least every two years
  • Facilitate HR compliance with regards to:
  • Personnel records - assist with conducting audits
  • Assist with the development and implementation of HR policies, guidelines and procedures
  • Contributes to the overall HR organizational effort by assisting other HR Partners and HR teams as necessary to support a high performing human resource work team
  • Provides guidance and recommendations to country office HR on employee issues, including those that may involve grievances or litigation
  • Requests approval from Chief HR & Admin Officer for any involuntary terminations, and for staffing plans for any reductions-in-force
  • Assist in education and training on regulatory and compliance issues for HR, working with internal and external experts
Special Skills Knowledge & Abilities:
  • International HR Generalist experience
  • Experience work for USG funded programs
  • Demonstrated ability to make independent decisions, manage conflicting priorities in a fast-paced environment and effectively interface with high-level business and operations leaders
  • Proven communication, coaching and interpersonal skills with the ability to work effectively with people at all levels of the organization
  • Ability to support clients in multiple locations
  • Strong analytical and problem-solving skills
  • Process and detail oriented, including strong organization skills
  • Experience driving business solutions through influence and collaboration in a global, matrix organization
  • Strong written and presentation skills
  • Ability to interpret international employment agreements and labor laws
  • Ability to travel internationally up to 50% of the time
Minimum Qualifications
  • Bachelor\'s degree in Human Resources, Business Administration, or other related field.
  • Three years of progressive experience in a professional human resources capacity.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
  • 7 years\' experience conducting or leading workplace investigations in international development arena

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
