Performs a variety of office activities to implement supportive housing programs, including Section 8 Housing Choice Voucher Program (HCV), HOME TBRA, Emergency Solution Grant (ESG), Emergency Housing Voucher (EHV), and Foster Youth to Independence (FYI). DUTIES AND RESPONSIBILITIES
Explaining, interpreting, and applying program policies, procedures, and regulations
Serve as a liaison between the City of Pittsburg and interested or participating tenants
Process new applications for eligibility per program requirements
Complete initial, interim, and annual re-certification of participants eligibility
Prepare and explain contracts between participants, landlords, and other housing agencies
Help conduct new participant orientation, explaining guidelines, rules, and regulations for special
programs; data entry; customer service; and documenting housing complaints
Help conduct new landlord orientation, landlord briefing/training, and landlord retention
Help the Housing Manager with the ESG grant and HMIS data entry
Make copies of all housing authority forms and keep all packets up to date with any changes or
new information
Help with updating the Administrative Plan for the housing programs
Scan all housing documents into Laserfiche
Complete other duties as assigned
Qualifications
POSITION COMPETENCIES
Knowledge of oral and written presentation skills
Knowledge of casework management principles and practices and ability to meticulously
document paperwork
General knowledge of the socioeconomic barriers faced by the elderly and people with low
incomes and/or disabilities; knowledge of needs assessment methodologies
Ability to solve problems, make decisions, and work independently
Ability to analyze potential problem situations and respond appropriately
Ability to develop and maintain positive work relationships with community leaders, co-workers,
organizations, businesses, citizens and other City departments
Must be able to read, understand, and summarize complex information
General mathematical skills, including the ability to use formulas to derive income/rent ratio
Requirements
EDUCATION
High school graduate or GED equivalent. College degree preferred
Five or more years of general office experience; Federal and State grant administration
experience preferred; or any combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Valid Driver\xe2\x80\x99s License
PHYSICAL DEMANDS Must possess mobility to work in an office setting and use standard office equipment, including a computer; operate a motor vehicle; vision to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed. May occasionally bend, stoop, kneel, reach push, and pull drawers open and closed to retrieve and file information. Employee must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. WORKING CONDITIONS Work is performed in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
