Under general direction, to independently plan, develop, implement and evaluate the educational components for health programs or special projects.

Typical Tasks

  • Consults with program managers and other staff to advise on means to develop community awareness and support for health programs and services;
  • Develops specific education objectives from broad program and departmental goals;
  • Develops criteria and recommends staffing and material to reach those objectives;
  • Plans, implements, and evaluates educational programs in order to meet the health problems of defined target groups;
  • Provides technical assistance and consultation to community groups, schools, private and public agencies and professional groups;
  • Designs and conducts special studies on community attitudes, awareness of health services, and leadership structures of target groups;
  • May lead other staff on a permanent or project basis;
  • Analyzes statistical health information, demographic, socio-cultural and other data;
  • Directs the acquisition, production and pre-testing of educational media including written materials, audio-visual aids and equipment;
  • Prepares news releases, public service announcements and other material;
  • Determines use of appropriate media based upon community utilization studies, program goals and budget restrictions;
  • Develops the health education budget component for an assigned program and is accountable for the expenditures;
  • Conducts in-service training;
  • Represents the Health Department in professional community and agency affairs;
  • Performs other related duties as required.

Employment Standards
Sufficient education and experience, which demonstrates the possession and application of the following knowledge and abilities.

Note: Certain positions may require the incumbent to possess a Masters of Public Health from an accredited college university.

Knowledge of:
  • Health education principles, methods and materials;
  • Environmental health, preventive medicine and epidemiology;
  • Principles of public health;
  • Local health department organization, goals and services;
  • Theories of human behavior;
  • Standard community resources of health education;
  • Program planning process and techniques;
  • Group dynamics;
  • Consultation techniques;
  • Learning process and the process of behavior change;
  • Methods of community analysis to identify communication and leadership patterns;
  • Basic concepts of research methodology including design, statistical methods of collecting and analyzing data.
Ability to:
  • Plan, implement, and evaluate health education services;
  • Design, effectively use and evaluate health education methods and materials;
  • Provide health education consultation and develop rapport with a wide range of individuals and organizations;
  • Communicate effectively, both orally and in writing, with individuals and groups from varying cultural, ethnic, and education backgrounds;
  • Initiate projects and work independently under general direction;
  • Interpret program objectives;
  • Organize and coordinate groups of varying scope to develop problem solutions.
