Who We Are
The City and County of Denver, Mayor's Office of Emergency Management (Denver OEM)'s mission is to lead Denver's emergency management efforts to equitably cultivate safe, prepared, and resilient communities. Denver OEM is responsible for coordinating the City's efforts to prepare, mitigate, prevent, respond to, and recover from all threats and hazards impacting Denver's people, property, and the environment. Denver OEM provides operational support, planning, training, exercises, and community outreach and education to assist and prepare residents, government agencies, businesses, and private/non-profit organizations prior to, during, and after a local emergency or declared disaster.
Denver OEM receives the UASI grant award annually and is the fiscal administrator of the grant program on behalf of the 10 county Denver urban area. The UASI grant addresses the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density urban areas and to assist agencies in building and sustaining capabilities to prevent, protect against, respond to and recover from threats or acts of terrorism.
Denver OEM manages the City's Emergency Operations Center (EOC) and Joint Information Center (JIC) in support of the City's response and recovery from emergencies. This position will participate in EOC/JIC activations, trainings, and exercises and is considered an emergency essential position. Finally, please note that City and County of Denver employees are expected to work in the office 3 days per week.
What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $93,000.00 - $115,000.00/year, based on experience and education. The City and County of Denver has announced furlough days, or unpaid days off, for most employees to meet a budget shortfall in 2025. There are two fixed furlough days for all limited (temporary positions with an end date) and unlimited (permanent) employees on August 29th, the Saturday before Labor Day, and November 28th, the day after Thanksgiving. If you receive an offer for this position, your annual pay will determine whether you are required to take additional furlough days. Details will be discussed during the offer process for selected candidate(s).
This is a limited position with an end date of August 31, 2027. Each year a new grant is awarded to Denver OEM, the end date will be extended one year.
Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.
What You'll Do
The City and County of Denver, Mayor's Office of Emergency Management (Denver OEM), is seeking to fill the position of Grant Administrator II. In this role, you will primarily support the mission of the Denver Urban Area Security Initiative (UASI) grant program as directed by the FEMA/Department of Homeland Security. You will be responsible for administering the UASI program, including resolving programmatic, technical issues and enhancing systems, processes, guidelines, rules, and standards that are critical and directly impact the on-going operations and policies in specific grant management activities in order to prepare the residents and public safety partners of the Denver urban area for all emergencies and declared disasters. The successful candidate will also report to the Grants and Finance Manager of Denver OEM.
ResponsibilitiesManages all aspects of the UASI grant program, from fiscal to programmatic. Primary correspondent with the State of Colorado and at times FEMA and Department of Homeland Security contacts on all matters about grant guidelines, reporting, and strategic direction. Hold a leadership role on the Denver UASI program management team and provide strategic and administrative support to the Urban Area Working Group (UAWG) Executive Committee. Exercise direct supervision over 2-3 UASI team members and coordinate with other members of the Denver OEM team to ensure successful administration of the UASI grant program. Ensure the successful development and implementation of grant-funded projects, including asset and supply management, program budget development and projections; and procurement and contracting of all goods and services required to support the UASI grant program. Assist in the UASI grant development process including writing and preparing applications and prioritizing projects based on national and local priorities. Effectively communicate with, coordinate, and facilitate the UAWG Executive Committee and UAWG general membership that serve as the UASI grant program's primary stakeholders. Ensure effective collaboration and coordination with DHS/FEMA, the Colorado Division of Homeland Security and Emergency Management, and other partner organizations within the North Central All-Hazard Region (NCR). Ensure an effective program management process that includes maintaining and updating the UASI Grant Policy and Procedures, analyzing data, developing project management flows and timelines, tracking of resources and assets, preparing and submitting Federal program and financial reporting, completing budget modifications and change of scope requests in compliance with State and Federal regulations, and overall project and program evaluation. Support the hiring, orientation, training, and professional development of UASI team members and provide evaluation of UASI team member performance. Represent the Denver UASI within the National Homeland Security Association and at the State level as a Homeland Security Grant Program representative. Serve in EOC activations, training and exercises as provided by position funding. Performs other related duties as assigned or requested by the Executive Director or Grants and Finance Manager of Denver OEM.

What You'll Bring
We are looking for candidates that have all or some of the following skills and experience:Bachelor's Degree in Public Administration, Business Management, Emergency Management, Homeland Security, or a related field 3-5 years of grant management experience Experience with Federal regulations including 2 CFR 200 2+ years supervisory experience Emergency management grant experience preferred The ability to effectively communicate, coordinate, and collaborate with stakeholders internal and external Experience interacting with various types and levels of stakeholders including public safety personnel and first responders, administrators, and institutional leaders Experience with the development and submission of governmental grant applications and grant reporting Experience with process development and improvement to optimize work flow Desire to foster talent and support people in meeting their career goals and the organization's goals

Minimum QualificationsEducation requirement: Bachelor's Degree in a related field based on a specific position(s). Experience Requirement: Five (5) years' experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.) Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
