These positions are open to applicants across the state,

and physical work location will be one of the :

Asheville, Winston Salem, Mooresville, Wilmington, Washington.

*This is a time-limited position. It is full-time (40 hours per week) with for a limited time. Although the length of time this position will be active cannot be determined,

it has the potential to extend up to 3 years (36 months).

This position currently qualifies for a hybrid telework option with routine office and remote

workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

This position is responsible for providing programmatic and fiscal oversight of the America Rescue Plan Act (ARPA) Grants administered by the North Carolina Department of Environmental Quality. Job duties include applying sound regulatory practices and procedures, generally accepted accounting principles to monitor ARPA grants and contracts for both programmatic and fiscal actions and to determine and ensure compliance with the state and federal regulations for direct grantees and sub-grantees receiving ARPA funds.

Key Responsibilities:

Fiscal monitoring of recipient and sub-recipient activity.

Analyzing and/or interpreting financial records to develop program procedures or financial models and/or databases. Responding to related invoicing and follow up on non-payment of amounts invoiced.

Preparing and submitting required reports on expenditures and business operations.

The position is field-based and requires travel to subrecipient site locations within the region. Approximately 40% travel is anticipated.

Project Management Office:

The North Carolina Department of Environmental Quality (NCDEQ) Project Management Office responsible for the planning and implementation of programs, grant administration and sub recipient monitoring designated in the state statute/budget that are primarily focused on executing the programs associated with the American Rescue Plan Act (ARPA), Infrastructure Investment and Jobs Act, resiliency programming, and other large scale funding programs which will total about $3.5B in funding.

Bachelor\'s degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution or an equivalent combination of education and experience.
