Note: Employees appointed to temporary positions may also gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months. Duties Summary

The General Professional V independently performs highly complex professional work; supervises a staff of professional workers comparable to the IV level; serves as a project or team leader (e.g., initiates and completes highly complex projects, coordinates and directs a team of lower level professional workers, ensures accuracy and timely completion of work); or serves as a senior specialist requiring specialized technical knowledge in a particular subject matter area; and performs other related duties as assigned.

This position is a temporary position and is located in the Department of Human Services, Med Quest Division, Health Analytics Office.

The duties and responsibilities of this position include developing performance metrics to ensure accountability across program areas and using evidence based approaches o set targets and benchmarks to assess performance; developing managed care plan reporting tools and refining the tools to enhance accountability, actionability, and comprehensiveness; and providing technical assistance in the implementation of predictive modeling tools that enhance Managed Care Organizations ability to identify and proactively address the needs of beneficiaries with poor health outcomes and other special populations.

Minimum Qualification Requirements

To qualify, you must meet all of the following requirements:

Basic Education: Bachelor\'s degree from an accredited four-year college or university.

General Experience: One (1) year of responsible professional work experience which required a high degree of analytical skill. Such experience must have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action.

The experience must have been comparable to the General Professional IV in the State service and must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of the position to be filled.

The General Professional IV independently performs complex professional work which involves considerable research and analysis of a variety of issues, identification of various options and recommendation of the most viable solution.

Selective Certification Requirement (Healthcare Data Analytics Experience): In order to perform the duties and responsibilities of this position, applicants must possess demonstrated knowledge of healthcare principles (e.g., understanding of disease prevalence, populations that are high risk for poor health outcomes or higher cost), and data principles (e.g, understanding how to collect data, transform data and data fields, merge datasets using common identifiers, conduct data quality checks). Additionally, applicants must have the ability to conduct research studies and use visualization/graphing tools (e.g., Excel) or business inteligence platforms (e.g., Power BI, Tableu, COGNOS) and be proficient in writing code using statistical or programming software/languages (e.g., SAS, STATA, SPSS, R, SQL, python).

Therefore, certification of eligibles for this position shall be restricted to applicants who meet the minimum qualification requirements for the General Professional IV class AND whose experience includes one (1) year of progressively responsible professional experience in at least one of the following: 1) working with any health dataset to solve data problems or conduct research studies; 2) developing code in any programming or statistical software (e,g., SAS, STATA, SPSS,R, SQL); and/or 3) Reviewing and interpreting the outputs of previously conducted analysis; using tools (e.g., Excel, Powerpoint, Tableu, PowerBI, COGNOS) to create charts, summaries, reports and presentations.

Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
