This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.
DEPARTMENT: Anchorage Water & Wastewater Utility (AWWU)
HOURS OF WORK: Monday through Friday; 8:00 a.m. - 5:00 p.m.
LOCATION OF WORK: 3000 Arctic Blvd, Anchorage

Example of Duties

Position is primarily responsible for complex utility interim and periodic financial reporting requirements (internal and external) of two separate utilities and for supervision of the General Accounting Team. In fulfilling this position\'s primary responsibilities, is accountable for timely fund accounting and analysis, accuracy of each utility\'s general ledger on an interim and periodic basis, debt service schedules and payments, subsystem reconciliations, maintenance and update of accounting policies and procedures they pertain to the General Accounting Team, conformance with GAAP and all applicable policies and procedures. Additional responsibilities including maintaining financial records for timely and accurate billings of reimbursable work orders, grants, and State of Alaska Loans. Perform other related duties as required.

Also participates in major emergencies or disasters as outlined in AWWU\'s disaster plan matrix, which defines each employee\'s potential duties and responsibilities. This may include 12-hour work shifts, which may continue for 72 hours or more starting at any time an event might occur, seven (7) days a week, 24 hours per day.

Minimum Qualifications / Substitutions / Preferences

Bachelor\'s degree in Accounting, Finance, Economics, Management, Public or Business Administration or a related discipline and four (4) years of experience at professional accountant level.

OR

Associate\'s degree in Accounting, Finance, Economics, Management, Public or Business Administration or a related discipline and six (6) years of work experience of which four (4) years must be at professional accountant level.

OR

High school diploma, GED, or equivalent and eight (8) years of accounting experience of which four (4) years must be at professional accountant level.

Preferences:

  • Prefer applicants with working knowledge of MOA and AWWU policies, procedures and applicable Alaska Statutes.
  • Prefer applicants with working knowledge of GAAP, GASB, FASB, the National Association of Regulatory Utility Commissioners (NARUC) and the Regulatory Commission of Alaska (RCA).

Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual\'s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
