JOB SUMMARY
:
Performs highly complex (senior-level) program and portfolio support work for Capitol construction and
statewide capital initiatives. Work involves assisting with planning, monitoring, and coordinating
program activities; preparing and reviewing Commission Summaries and reports; and ensuring
compliance with applicable statutes, procurement rules, and portfolio standards. This role requires
knowledge of construction, engineering, architecture, procurement contracting, and state government
operations. Works under limited supervision, with moderate latitude for the use of initiative and
independent judgment. Coordinates multi- million-dollar, legislatively appropriated projects within the
Capitol Complex and other high-profile state facilities, ensuring compliance with Texas Government
Code Chapters 2151, 2152, 2161, 2165, 2166, and 2167, TAC 2269, and agency procurement
requirements. Assist with latitude some strategic direction in construction, engineering, architecture,
procurement, and capital project oversight, while serving as a key liaison to legislators, Commissioners,
agency executives, and external partners. Requires expertise at a minimum, PMP-certified portfolio
practices, CTCM/CTCD procurement compliance (or similar certification), forecasting, and construction
workgroup management. Coordinates and prepares project actions and deliverables for Commission
meetings, ensuring statutory compliance, legislative alignment, and timely approvals.
ESSENTIAL FUNCTIONS:
Provides support in managing Capitol construction programs and portfolios, including tracking
budgets, schedules, and performance measures.Assists with preparing and reviewing Commission Summaries, legislative reports, and public
meeting deliverables.Research, compiles, and analyzes data for inclusion in portfolio dashboards, risk registers, and
forecasting models.Supports procurement and contracting processes by reviewing RFQs, RFPs, GMPs, WPAs, and
amendments for compliance with TAC 2269, CTCM, and CTCD standards.Coordinates with construction workgroups of architects, engineers, contractors, and internal
stakeholders to facilitate information sharing and resolve issues.Ensure program activities comply with relevant Texas Government Code provisions, including:
o Chapter 2151 - General Provisions.
o Chapter 2152 - Texas Facilities Commission powers and duties.
o Chapter 2161 - HUB (Historically Underutilized Business) requirements.

Prepares presentations, reports, and correspondence for Commission meetings, legislative
hearings, and executive briefings. Provides technical assistance to staff, project managers, and leadership regarding program
operations and compliance. Performs related work as assigned.
REQUIRED QUALIFICATIONS (MINIMUM QUALIFICATIONS)
EDUCATION AND EXPERIENCE:
Graduation from a four-year degree in business, construction administration, architecture,
engineering, or a related field with a focus on contracts. Minium (6) years of progressively responsible senior leadership experience in
construction management, engineering, architecture, or public-sector program
administration, including direct oversight of large-scale capital initiatives, multimillion-
dollar budgets, and cross-disciplinary project teams.
Demonstrated experience providing executive-level guidance and ensuring compliance
with complex statutory, procurement, and contracting requirements. Experience and education may substitute for one another.
Ability to maintain the security or integrity of the infrastructure of the State of Texas.
PREFERRED:
Engineer License, Architecture Registration, and CTCM and or CTCD.
Current CTCM and CTCD certifications (required or must be obtained within 12 months of hire).
Demonstrated experience preparing Commission Summaries, legislative reports, and public
meeting deliverables.
Experience managing state-funded, legislatively appropriate construction portfolios.
Strong background in government operations, with proven ability to work effectively with
legislators, Commissioners, executive leadership, and oversight bodies on high-profile capital
projects.
KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of construction, engineering, architecture, and government project development.
Knowledge of workgroup management and coordination with architects, engineers, and
contractors.
Knowledge of state procurement and contracting frameworks, including TAC 2269, CTCM, and
CTCD requirements.

to move 55 lbs. of products and materials. Must be able to work outdoors and in various weather
conditions. Must be able to navigate uneven terrain and at various heights using ladders and lifts.
