Job Responsibilities

The South Carolina Department of Parks, Recreation & Tourism is a cabinet agency assigned to operate and manage South Carolina's state parks, market the state as a preferred vacation destination and provide assistance to communities to develop recreation assets.



Job Purpose and Duties:



Under limited supervision, this position is responsible for monitoring, reviewing, and processing the SC Recreational Trails and the Tourism Advertising grant programs as well as local grants that State Parks receive. This position is also responsible for managing the Agency's fixed assets in accordance with General Accepted Accounting Principles.



1) Create fund reservation for the Tourism Advertising Grants (TAG) at the beginning of the FY. Review and process the TAG reimbursement requests as well as complete the Audit report for the TAG file.

2) Responsible for creating asset shells in SCEIS for all fixed assets purchases and for coordinating tag assignment of assets. Responsible for reclassifying assets purchased on an Local Purchase Order (LPO) or from a donation using the ABZON process in SCEIS. Responsible for entering all transfers and disposals of equipment in SCEIS. Also responsible for managing the Sale of Asset fund, 39580000.

3) Monitor Recreational Trails Program (RTP) grant expenditures. Prepare monthly financial reports by 15th of the month and send to appropriate staff. Prepare reimbursement requests for the RTP grants and send to the Federal Highway Administration on a quarterly basis.

4) Review and process grant reimbursement requests for the Recreational Trails Program (RTP) as well as local grants that State Parks receives. Ensure proper documentation is submitted before processing reimbursement request. Monitor grant budgets and prepare budget documents to move funding between commitment items and/or sponsored programs as needed.

6) Review and process the grant payments issued by the SC Film Commission for the Wage and Supplier Rebate program and the Higher Institution grants.

7) Coordinate the semi annual physical inventory of the Agency's Fixed Assets.

8) Practice and promote teamwork within the work unit/office, throughout the agency and with external agency stakeholders. Represents office as an active member on agency teams assigned throughout the year.

9) Review and approve accounts payable documents in SCEIS.




Minimum and Additional Requirements

A Bachelors Degree in Accounting, Business Administration or Related Field and three (3) years of general finance experience.



Additional Requirements:



1) Knowledge of the SC procurement code. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with others.

2) Ability to review and assess complex grants and contracts independently and the discretion necessary to carry out all job responsibilities, Proficient in Microsoft Office applications to include, but not limited to Microsoft Word and Excel.
