The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill Fiscal Analyst 4 (In-Training) - Child Nutrition Services. This full-time permanent position is based in Olympia, Washington. This position may be eligible for partial to near full-time telework. Telework is a combination of in-building and off-site days. Position Overview
Fiscal Analyst 4 (FA4) serves as the technical lead for financial operations within the Child Nutrition Services (CNS) Financial Resources team at OSPI. This position is responsible for ensuring accurate and timely reimbursement claims processing, federal reporting, audit resolution, and fiscal compliance across all USDA Child Nutrition Programs, including the National School Lunch Program (NSLP), Summer Food Service Program (SFSP), Child and Adult Care Food Program (CACFP), and others.
This position provides advanced-level financial analysis and leads implementation of fiscal procedures in accordance with federal regulations (2 CFR Part 200, 7 CFR Parts 210/225/226), state rules, and OSPI internal policies. The FA4 works independently under the general direction of the Director of Financial Resources and collaborates with program staff, auditors, and financial systems analysts to maintain strong internal controls, compliance, and operational integrity.
This position plays a critical role in supporting over $650 million in annual federal and state funds administered by CNS.
Key Responsibilities

• Lead claims processing operations and monthly batch reconciliation in WINS and AFRS.
• Coordinate audit resolution for non-LEA sponsors and ensure federal compliance with 2 CFR Part 200 and USDA CNP regulations.
• Prepare and submit federal reports (e.g., FNS-10, 44, 418, 777) and analyze reimbursement and sponsor trends.
• Develop and maintain fiscal procedures, system enhancements, and internal tracking tools.
• Provide technical assistance and training to sponsors and internal staff on claims, grants, and fiscal compliance.
• Support budget tracking and reconciliation for CNS administrative funds (SAE, SAF, MAP).

Required Qualifications
Employment at the Fiscal Analyst 4 level requires:

• Bachelor's degree in accounting, finance, business administration, public administration, or related field - must include 18 quarter or 12 semester hours in accounting, auditing or budgeting.
• 3+ years of progressive experience in public sector fiscal operations, grants management, or audit responsibilities
• Advanced Excel skills including pivot tables, formulas, financial modeling, and data validation tools for large datasets

Employment at the Fiscal Analyst 3 level, as part of an in-training plan, requires one of the following:

• Bachelor's degree in accounting, finance, business administration, public administration, or related field and two (2) years of professional fiscal experience.
• Associates degree in degree in accounting, finance, business administration, public administration, or related field and four (4) years of professional fiscal experience.
• Equivalent education and/or experience totaling at least six (6) years.
• The in-training plan will last up to 24-months, after which the employee must meet FA4 requirements.

Desired Qualifications:

• Prior experience coordinating claims and audits in a regulatory environment.
• Familiarity with state apportionment processes and OSPI operations
• Familiarity with federal uniform guidance (2 CFR 200) and USDA Child Nutrition Program requirements
• Demonstrated expertise in state and federal accounting systems (AFRS, FPRS, WINS)

Compensation
The annual compensation for the position depends upon experience, educational background and qualifications. The Fiscal Analyst 3 job classification is in and pays $61,644 - $82,872 annually. The Fiscal Analyst 4 job classification is in and pays $64,776 - $87,048 annually. Geographic differentials may be applied based on work location of successful candidate.
