Job Description

The Finance, Controller will direct and oversee the operations of the finance department, prepare financial reports and summaries, create forecasts and budgets, and manage other activities including payroll, cash management, and maintaining a system of internal controls over the finances of the organization.

Bachelor's degree in Accounting or Business Administration with an accounting concentration required. A minimum of 4 years progressively responsible experience in accounting and experience working with Federal Accounting Policies and non-profit organizations. Possession of a Certified Public Accountant (CPA) license preferred. Must have knowledge in the following areas: generally accepted accounting and auditing principles and practices, healthcare finance and cash management, including third party reimbursement, and Federal guidelines regarding budget and grants management. Requires understanding of financial reporting; ability analyze and present financial data; and knowledge of automated accounting and billing systems. Ability to establish and maintain positive and productive relationships with diverse groups of health professionals and other staff. Must be visionary, and positive role model, with supervisory experience and mature judgement. Ability to delegate responsibilities and create a climate of teamwork and accountability. Strong leadership, organizational, and problem-solving abilities. Excellent interpersonal and communication skills, both verbal and non-verbal. Ability to manage multiple tasks and prioritize workload. Must complete and maintain all recertification requirements for continued licensure and certification and retain updated copies as applicable. Must demonstrate excellent internal and external customer service skills. Bilingual skills are a plus. Assume the duties of the Chief Financial Officer (CFO) in their absence. Assist CFO with filing of reports including UDS report, Financial Status Report, Medicare and Medicaid Cost reports accurately and timely. Design and produce reports to provide management, Board, external parties and staff accurate and complete financial data. Work in conjunction with CFO to plan and finance growth of ESRHS. Provide needed data and cost analysis to assist in decision making, strategic planning and financial viability. Assist CFO with coordinating annual audit and financial aspects of operational surveys/audits. Assist CFO with preparation of budgets and grants including the 330-grant. Monitor progress towards stated goals and funding requirements. Responsible for writing and updating financial policies and procedures, utilizing tracking sheet to ensure timely review. Oversee the activities of the corporate accounting department for the accurate and timely dissemination of financial management reports including, but not limited to, internal and external monthly financial statements and annual audits and annual budgets. Work collaboratively with the CFO to oversee Finance Department functions, including timely dissemination of financial management reports, annual audits and budgets, accounts payable and payroll. Complete corporate income tax filings accurately and timely. Establish and maintain systems and controls that verify the integrity of all systems, processes and data. Participate in a wide variety of special projects and compile a variety of special reports. * Other tasks and duties as directed by the Chief Financial Officer.
