The Facility Compliance Manager is a professional level position that works in a newly approved Missouri industry regulating the activities of cannabis licensees. The cannabis industry will be in the building and implementation phase of growth for many years to come. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division of Cannabis Regulation with developing and improving the regulatory program to ensure Missourians have safe access to cannabis. The Facility Compliance Unit is responsible for ensuring cannabis licensees are in compliance with constitutional laws and related rules. What you\xe2\x80\x99ll do:

  • The Facility Compliance Manager works with the Bureau of Facility Compliance management and section leadership to develop, communicate, and implement guidance documents and procedures from the Division to ensure licensees are in compliance with Article XIV and 19 CSR 100-1. Licensees include several different facility types that all make up the legal cannabis industry in Missouri. These include large scale, multi-million dollar facilities that grow cannabis, manufacture products, transport product, and dispenses products to eligible individuals.
  • The Facility Compliance Manager is responsible for the work and outcomes of the Unit.
  • The Facility Compliance Manager manages and supervises two (2) Compliance District Managers. The Facility Compliance Manager ensures staff, direct and indirect reports are trained and are adhering to established protocols consistently throughout the Unit.
  • The Facility Compliance Manager coordinates with the managers and supervisors within the Unit to ensure all teams are consistent in rule interpretation and enforcement of applicable rules, regulations, and law. The Facility Compliance Manager is required to have advanced knowledge of applicable laws and rules, as well as the processes and activities for the different license types under the Division\'s authority, including medical, comprehensive, transportation and microbusiness licensees.
  • The Facility Compliance Manager assists the Unit with complex situations with variable circumstances using precedent to determine compliance with applicable rules, regulations, and law. The Facility Compliance Manager reviews staffs proposed resolutions for complex situations and seeks guidance from Bureau management and section leadership to ensure the resolution aligns with Article XIV, rule, and DCR policy as every decision establishes a precedent.

  • The Facility Compliance Manager oversees the Unit\'s inspection activity including planning, process development, and follow-up.
  • The Facility Compliance Manager is responsible for planning, developing priorities, reporting outcomes and developing and implementing processes and procedures for the Unit.
  • The Facility Compliance Manager is responsible for ensuring Bureau management and section leadership is apprised of the Unit\'s activities.
  • The Facility Compliance Manager coordinates with other units and bureaus within the Division regarding cannabis licensees\' compliance with applicable rules, regulations, and law.
  • The Facility Compliance Manager recommends and follows-up on any enforcement type actions taken with licensees, including notices of violations, warning letters, administrative holds, restrictions, suspensions or other penalties.
  • The Facility Compliance Manager oversees statewide track and trace system data reviews for compliance with inventory, testing, etc.
  • The Facility Compliance Manager reviews and recommends resolution for licensee requests, such as variances from rule and product remediation requests.
  • The Facility Compliance Manager recommends referral of compliance issues to the Bureau of Investigation and Enforcement. The Facility Compliance Manager collaborates with the Bureau of Investigation and Enforcement on more serious or complex investigations, such as inversion or diversion of product.
  • The Facility Compliance Manager cooperates with other agencies, law enforcement entities, the Office of the Attorney General, prosecuting attorneys\xe2\x80\x99 offices and Administrative Hearing Commission in directing investigations and presenting cases.
  • The Facility Compliance Manager recommends and coordinates cannabis product recall notices for the Unit.
  • The Facility Compliance Manager completes other duties as assigned.

All you need for success:
Minimum Qualifications
  • A Bachelor\xe2\x80\x99s degree from an accredited college or university with a minimum of fifteen (15) earned credit hours in one (1) or a combination of the following: Criminal Justice, Law Enforcement, Criminology, Business Administration, Social Sciences, Environmental Sciences, or a closely related field. (Substitutions may be allowed).
  • Seven (7) or more years of regulatory compliance preferred, including civil, administrative, or criminal investigative (non-clerical) experience (e.g., tax fraud, licensing, environmental, client care, public assistance, insurance, or military).
  • A high level of initiative and problem solving skills in areas of responsibility.
  • A proven track record of successfully managing and supervising a highly technical team.
  • Ability to manage a hybrid team of managers and their hybrid/remote staff.
  • Ability to work in a fast paced environment with many competing priorities.
  • Ability to take general guidance and direction and complete projects and tasks with minimal oversight.
  • Ability to develop effective solutions and strategies.
  • Ability to mine data systems and use the data for the purposes of compliance and investigative needs.
  • Ability to organize and manage time efficiently.
  • Ability to clearly and effectively communicate verbally and in writing.
  • Ability to adapt to constant program development, change and improvement.
  • Ability to apply critical thinking skills and find solutions to new situations on a regular basis.
  • Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.
