The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of NYC.
The Division of Facilities Management, Real Estate and Construction (FMC) is responsible for the maintenance of all DEP facilities, Responsible for all Real Estate, Property Management, and Maintenance at over 300 City-owned and leased DEP facilities. The bureau providing facilities management and administrative support services to DEP in the areas of asbestos / lead assessment and abatement, mold remediation, capital projects, construction services, services, real estate management and space planning.
FMC seeks a candidate to serve as an Executive Director, reporting directly to the Deputy Chief Financial Officer. In this capacity, the successful candidate will provide managerial oversight for 50+ staff performing professional and construction trade work of varying degrees of difficulty in managing construction related contracts and supervising in-house technical staff. Specific duties will include:
Oversee Real Estate and Space Planning Unit responsible for the management and maintenance of City-owned and leased property. Manage the monitoring of occupancy levels, building conditions, leasing of vacant space, rent collection and repair activities and other field operations; guides and/or manages highly technical and specialized real property functions, such as auditing and debt service collection.
Administer complex property management projects which require special knowledge of the City's real estate portfolio and/or highly technical knowledge of real estate and related fields.
Oversee the preparation, negotiation and processing of leases, license or permit agreements for city-managed properties and recommends and implements management policies and procedures.
-Manage 6 different in -house construction trades to ensure construction, renovation and maintenance work orders are properly scheduled and timely executed;
Oversee the management of FMC construction, maintenance and service contracts to ensure timely and safe execution of work for client bureaus;
Direct and evaluate surveys and cost/benefit studies to determine the economic feasibility of the disposal, sale or repair of properties, analyses of capital improvements proposed to upgrade structures and maintain buildings; approves building vacate orders; coordinates relocation activities with other units and insures adherence to relocation guidelines and procedures.
Oversee the agency's Environmental Health and Safety/Asbestos Task Force, responsible for agency-wide oversight on facility activities that may affect asbestos containing materials (ACM) mold and lead to ensure compliance with applicable federal, state and local laws.
Serve as primary liaison with Department of Citywide Administrative Services (DCAS), Office of Management and Budget (OMB), private Landlords and other Governmental entities involved in space acquisition, space management, disposition, leasing functions, and relevant capital projects.

Minimum Qualifications
1. A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.
